About our Opportunity:

The City of Asheville is seeking a Stormwater Division Manager to join the Public Works Department. The purpose of this position is to serve as a subject matter expert and perform administrative, supervisory, professional and technical civil engineering work in overseeing the activities of the Stormwater Division within the Public Works Department. With a staff of approximately 40 employees, this position oversees multiple work units and programs including field operations, capital improvements, the National Pollutant Discharge and Elimination System program for the City, the stormwater utility fee billing, and serves as the Stormwater and Floodplain Administrator for the City.

Performance of the work required for this position includes the use of considerable independence, initiative, and discretion within established guidelines. This position acts as a liaison for the City, and therefore must maintain effective working relationships with a variety of private, public and community representatives and organizations, consultants, contractors, the public, grantors, and regulatory agencies. The Stormwater Division Manager reports to the Assistant Director of Public Works, and works closely with an energetic and dedicated team of professionals to accomplish the mission of the Division and the Department.

  • W ork Schedule: This is a full time, exempt position schedule for 37.5 hours per week. The hours are generally Monday-Thursday, 7:30am-5:30pm (May include Fridays, nights, weekends, and holidays).

  • Full Salary Range: $88,448.49 - $116,000 Annually (salary negotiable based on qualifications and experience)

  • Sign-on Bonus: The successful candidate is eligible for a sign-on bonus of $2,000.

Essential Duties and Responsibilites

The Ideal Candidate:

The ideal candidate for this exciting position will have a strong combination of technical, supervisory, management, and soft skills. The ideal professional background and characteristics for the Stormwater Division Manager include:

  • A thorough knowledge of principles and practices in civil engineering, stormwater management, project and contract management, public infrastructure including streets and other utilities, design and construction practices and standards as applicable to capital improvement and in-house operational/maintenance projects.

  • Skilled in the principles and techniques of conducting analytical studies, evaluating alternatives, and making sound recommendations; and skilled in developing and implementing programs such as short and long range plans regarding process improvements for the division.

  • Excellent communication with experience in building networks and positive relationships with both internal and external customers.

  • Experience in implementing and monitoring budgets and expenditures.

  • An innate ability to adapt to the shifting demands of different situations as well as the ability to multitask a great number of small to complex projects, programs, initiatives, and challenges; and the ability to work in and with a diverse and engaged workforce and community.

    Essential Duties & Responsibilities:

    Supervises, directs, and evaluates assigned staff. Performs directly and participates in employee reviews, corrective actions, and hiring. Acts as a liaison between employees and management; and ensures all staff are trained in operations, policies, and procedures.

    Develops and implements long- and short-term plans, goals, and objectives for operations of Stormwater Division: researches, assesses, and develops strategies to meet current and future issues and concerns regarding City stormwater infrastructure construction, maintenance, and repair needs; and recommends and implements needed changes, modifications and/or enhancements.

    Manages the day-to-day activities and operations of the division by prioritizing and assigning work: oversees and provides administrative and technical support of construction, maintenance, and repair of stormwater infrastructure; capital improvement projects, development review, National Pollutant Discharge and Elimination System (NPDES) program, stormwater utility fee billing, storm response plan development and implementation, or other activities, as assigned; ensures all division work activities and programs progress and comply with applicable local, state, and federal policies.

    Provides technical expertise and recommendations regarding stormwater and floodplain management for the division, department, and the City.

    Updates (or develops and implements as needed) City codes and ordinances, policies, procedures, and training programs for the division.

    Develops and implements budget for the division, monitors expenditures and revenues, ensures staff have proper resources through the budget process, and maintains related financial and budget reports and documentation.

    Serves as Stormwater Administrator and Floodplain Administrator for the City: oversees management of the NPDES program; interprets and applies related ordinances and regulations.

    Performs public relations and customer service functions: represents the division at various meetings, such as City Council meetings, neighborhood and community meetings, etc.: makes presentations regarding division projects and activities; receives and resolves complaints regarding division programs, services, and projects; and communicates with a number of City staff and officials, the public and outside agencies and organizations.

    Maintains a current, comprehensive knowledge and awareness of applicable laws, regulations, principles, practices, trends, and advances in stormwater and floodplain management and programs.

    Processes a variety of documentation associated with department/division operations, within designated timeframes and per established procedures.

Education and Experience

Education & Experience:

  • Bachelor’s Degree in Civil Engineering, Environmental Engineering, or a related field required.

  • Seven (7) years of progressively responsible experience in managing stormwater infrastructure construction, maintenance and repair activities and stormwater regulatory programs, to include a minimum of five (5) years of lead or supervisory experience.

  • Experience with the floodplain management related to the National Flood Insurance Program is preferred.

    Specific License or Certification Required:

  • Must possess and maintain a valid North Carolina driver’s license.

  • Must possess and maintain a valid North Carolina Professional Engineer's license.

  • Physical Ability: Tasks require the ability to exert physical effort in light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (25-50 pounds).
