Federal Highway Administration Supervisory Program Manager in Ashburn, Virginia

Summary Serves as the Chief, Office of Business Operations, within Eastern Federal Lands Highway Division, Federal Highway Administration in Ashburn, VA. The Office of Business Operations is responsible for managing the delivery of the FLH Program and other program administration and support for our partners, including transportation planning, program development, environmental compliance, programming, contracting, administration, facilities management, information technology, and property management. Responsibilities As a Supervisory Program Manager, you will: Lead the day-to-day operations of a staff of approximately 90 employees and manage Division programs typically between $150M and $350M in annual obligations. Provide leadership and direction for the program planning, development, and administration of the Federal Lands Highway (FLH) Program involving five to eight Federal agencies located across the United States and American territories. Direct and assure the Office of Business Operations meets agency goals and objectives in accordance with the FHWA Strategic Plan, the FLH Business Plan, and the Division Business Plan (highway safety, mobility, productivity, human and natural environment, and national security). Work with the Division Director and the Division Leadership Team to develop initiatives and activities intended to achieve goals and objectives. Provide guidance to branch teams in the areas of acquisitions and contracting, finance, professional development and human resource management, IT operations, procurement, supplies, and administrative operations for approximately 90 employees with an annual operating budget of $20M to $25M. Exercise authorities delegated by the FLH Division Director in a wide range of engineering, environmental, and resource management issues for the Division' s multi-State geographic area. The ideal candidate for this position is an experienced career professional who is mission-focused, a champion of diversity, and has experience in administration of the Federal Lands Highway programs, including transportation planning and program development. This person has experience providing leadership, managing an annual program; and establishing positive collaborative working relationships within the Division, Federal Lands Highway, and other FHWA offices. Additionally, the ideal candidate has knowledge and experience in various forms of contracting, including alternative contracting mechanisms; problem solving and negotiating skills on challenging technical and legal issues; and abilities in building/maintaining strong working relationships. PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed). SUPERVISORY PROBATIONARY PERIOD: You must complete a one-year supervisory probationary period (unless already completed). TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F. Qualifications To meet the minimum qualifications for this position, you must meet the specialized experience requirements. To qualify for the Grade 15, you must have at least one year of specialized experience equal or equivalent to the GS-14, it must include: Experience developing short and long-term plans, policies, and guidance to support organizational priorities and program requirements; AND Experience providing policy, direction, guidance, instruction, and oversight for an organization’s program and project finance and accounting, and/or information management systems and data management teams/functions; AND Experience managing an organization’s budget, finance, and accounting, and/or information management systems and data management, teams/functions; AND Experience overseeing and managing a diverse group of administrative and professional staff, including developing workforce plans, and providing personnel management. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Administration and Management - Knowledge of planning, coordination, and execution of business functions, resource allocation, and production. Writes in a clear, concise, organized, and convincing manner for the intended audience.
