Koniag Technology Solutions, a Koniag Government Services Company, is seeking an experienced Senior Application Developer with an active Secret Clearance to support KTS and our government customer in Arlington, VA. This is a Temporary opportunity.

This opportunity offers the chance to work with the best and brightest IT minds in the Department of Defense and US Industry to implement a Defense-Wide cloud environment. The successful candidate oversees and manages our Jira environment, including Jira Data Center and Jira Cloud. The ideal candidate should have extensive experience in Jira administration and should be well-versed in deploying, maintaining, migrating, and upgrading both Jira Data Center, Jira Cloud and other cloud-based applications.

The individual must understand concern, issues, and considerations for large cloud efforts and especially associated with the supporting infrastructure. The successful candidate will serve as a technical subject matter expertise for cloud infrastructure engineering with an emphasis on modern, cloud services. A deep knowledge of DoD Cloud Infrastructure will be very beneficial. The successful candidate will help guide a large cloud effort from infancy through operational deployment to include application migration. The successful candidate will serve as a senior technical advisor to the government executive overseeing this Department of Defense wide cloud effort. The successful candidate may guide more junior staff in their efforts and may lead technical discussions with government or contracted personnel from disparate backgrounds and needs to have a polished ability to communicate complex IT architecture/infrastructure issues to non-IT proficient personnel as well as to highly proficient industry leaders. The candidate must be comfortable and proficient in meeting with senior government executive customers and translating Department wide goals into actionable requirements and must be an exceptional writer.

Essential Functions, Responsibilities & Duties may include, but are not limited to:

  • Install, configure, and maintain Jira Data Center and Jira Cloud and other cloud applications.

  • Ability to plan and perform migrations of data between the various environments.

  • Manage user access and permissions, including creating and managing user groups and roles.

  • Develop and implement procedures for backup and recovery of Jira and other cloud applications.

  • Configure and customize Jira and cloud applications to meet the needs of the organization.

  • Monitor Jira Data Center and Jira Cloud for performance and stability.

  • Troubleshoot and resolve issues related to Jira and other applications as necessary.

  • Manage add-ons and integrations with Jira and cloud applications.

  • Collaborate with other teams to ensure the availability and scalability of Jira and other cloud applications.

  • Keep up to date with the latest automation tools, features, and enhancements to recommend updates as appropriate.

  • Extensive knowledge of JQL to assist team members with specific search criteria.

  • Experience with creating automations to alleviate repetitive tasks for teams.

  • Support analysis and preparatory activities for migration of applications to a new cloud environment.

  • Analyze and translate requirements into technical and functional specifications.

  • Leading design and development activities, and providing technical leadership for the integration of requirements, design, and technology.

  • Incorporating new plans, designs, and systems into ongoing operations.

  • Ensuring that all control gates are met on schedule.

  • Interfacing with the government regarding systems engineering technical considerations and associated problems, issues, or conflicts.

  • Briefings to the government as well as other key stakeholders.

  • Responsible for the technical integrity of work performed and deliverables associated with the systems engineering area of responsibility.

  • Assist other team members in other specialties as needed to accomplish the overall mission.

Work Experience, Knowledge, Skills & Abilities:

  • 5+ years related experience.

  • Bachelor’s Degree required in a relevant field. Master’s Degree in a relevant field preferred

  • Experience in Cloud application development and deployments.

  • Strong knowledge of Jira user management and permission schemes

  • Experience with managing cloud application and Jira add-ons.

  • Troubleshooting and problem-solving skills with excellent communication and collaboration abilities

  • Ability to work independently and manage multiple projects simultaneously.

  • Strong ability to brief senior executives with little notice.

  • Comfortable in a fast paced/dynamic environment.

  • Ability to function in an action officer type role when needed.

  • Must be a US Citizen, hold a current DoD Secret Clearance.

  • AWS/Azure, Google Certifications, Sec + CISSP (Preferred).

Working Environment & Conditions

This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

This position is primarily indoors, consistent with a standard office position and has a noise level of mostly low to moderate. The incumbent is required to stand, walk; sit; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; talk and hear. The workload may require the incumbent to sit for extended periods of time. The incumbent must be able to read, do simple math calculations and withstand moderate amounts of stress.

The incumbent must occasionally lift and/or move up to 25 lbs. Specific vision abilities required by the job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus.
