job summary:

The Project Control Specialist responsibilities are as follows:

  • Participate in the program's financial management and administrative activities, such as budgeting, manpower and resource planning and financial reporting.

  • Ensuring projects are on track, on schedule and on budget.

  • Make recommendations to ensure the project meets the cost expectations.

  • Perform complex evaluations of existing procedures, processes, techniques, models, and/or systems related to management problems or contractual issues.

  • Provide detailed reporting on issues identified by the program manager inclusive of suggestions/recommendations to improve or rectify underlining issues.

  • Assist with developing work breakdown structures, prepare charts, tables, graphs, and diagrams to assist in analyzing problems.

  • Assist program manager and supporting managers in the planning of workflows identify areas of program and communicate recommendations where training and/or new technologies will improve the overall productivity of the program.

  • Work collaboratively with the Program Management team and Team Leads with activities.

  • Risk Management, identifying project risks and developing strategies to mitigate them. Conducting risk assessments, implementing risk management plans, and monitoring risk factors throughout the project lifecycle.

  • Development of dashboards and financial reports.

  • Support the development of status reports as assigned.

Qualifications:

Knowledge, Skills and Abilities:

  • Must be detail-oriented, organized, and can work under tight deadlines.

  • Have experience with cost analysis, budget management, accrual accounting and procurement.

  • strong verbal, presentation and reporting skills with use of clear data visualization.

  • Experience developing Power BI reports and dashboard.

  • Experience using advance Excel techniques, DAX.

Technical Requirements (required and desired - specify):

Required-

  • Excellent written and verbal communication skills with the ability to communicate very well with users, peers and managers.

  • Proficiency in Microsoft Office, Microsoft Project, PowerPoint and SharePoint software programs and/or similar tools.

  • 2+ years progressive experience as a Program Control Specialist in a federal government IT service delivery operation chartered with large scale, multi-faceted IT support.

  • Good experience and familiarity of federal government operations and environment.

Desired:

  • NIH experience

  • ITIL4 Certified

  • Knowable and implementation of ITIL4 best practices.

Training and Certifications:

Education:

  • Bachelor's degree in business administration, Computer Science, Engineering, Information Technology, or Business with 5+ years of experience demonstrated related work experience in a large multi-platform Information Services environment.

  • PMP certified, other similar management certification or Lean Sigma Blackbelt or ability to obtain related certification within 6 months.

Other:

  • Must be able to obtain and/or pass a public trust background check.

  • Must be able to work flexible hours and hybrid schedule.

  • Meet monthly at corporate office in Fairfax, VA.
