SigmaTech, Inc. Operations Analyst (Army Engineer and Scientist Exchange Program) in Arlington, Virginia

Job Descriptions:

Serves as an International Armaments Cooperation staff officer, supporting the Engineer and Scientist Exchange Program (ESEP) and International Cooperative Research, Development, and Acquisition (ICRDA) Program as described in Army Regulation 70-41 for the Deputy Assistant Secretary of the Army for Defense Exports and Cooperation (DASA DE&C). Responsible for the execution of assigned ICRDA programs in compliance with foreign disclosure and technology transfer policies for the U.S. Army. Supports the development, planning, promulgation, and interpretation of Department of State (DOS), Department of Defense (DOD) and Headquarters, Department of Army (HQDA) policy and guidance. Provides program management support and daily oversight to the Army’s Engineer and Scientist Exchange Program. This headquarters level of activity requires knowledge of program management, in undefined areas, where guidance or policies generally do not exist.

Responsibilities:

  • Manage the armaments cooperation portfolios as assigned, including ESEP and ICRDA related activities.

  • Provide guidance and oversight to applicants and selectees for ESEP and ICRDA programs.

  • Assist in the staffing, selection, funding, and execution of ESEP exchanges with foreign partners.

  • Assist in the staffing, selection, funding, and execution of ICRDA activities with foreign partners within assigned portfolio.

  • Review (revise if needed), coordinate, and staff proposed data exchange agreements.

  • Ensure translations or certifications are completed regarding documents if required.

  • Track (multilateral and bilateral) Memoranda of Understanding (MOUs), Project Agreements (PAs) and Senior Cooperation Forum-Army (SCF-A) actions for assigned portfolio.

  • Encourage, pursue and support areas identified for potential international armaments cooperation of mutual benefit to the USA and the foreign partner.

  • Prepare read-ahead material and participate in pre-brief meetings to ensure successful execution of visits involving senior leadership.

  • Represent the U.S. Army at OSD–level and foreign ministry level hosted meetings and other events.

  • Address issues, problems, or questions from POCs, foreign counterparts, other Army organizations, OSD and others regarding assigned programs and portfolio of countries.

Required Experience:

  • Must possess a current Security Clearance (Secret level).

  • Must possess a 4-year degree and a minimum of four (4) years of experience in international affairs and/or national security policy.

  • Shall have the ability to write and develop policy, capable of intensive research that results in technical writing.

  • Have knowledge of program management, budget management, diplomacy and international relations, and a basic understanding of science and technology.

  • The requirement of a Bachelor’s degree may be waived if the individual has had at least ten (10) years of applied security assistance experience while serving as a uniformed member of the armed services or a US government employee.

  • Engineering or technical background is a plus but not necessary.

  • Effective communicator (spoken and written)

  • Keen attention to detail
