Mine Safety and Health Administration Management and Program Analyst in Arlington, Virginia
Summary This position is in the U.S. Department of Labor, Mine Safety and Health Administration (MSHA), Mine Safety & Health Enforcement, Management Office. The incumbent of this position serves as a principal advisor and provides administrative and management advisory and consulting services as well as program analysis and evaluation activities in the development, execution, and evaluation of programs, both programmatic and administrative. Responsibilities Initiates, plans, develops, and conducts high-level organizational-wide studies to tackle and resolve program problems which are critical to the accomplishment of the Agency and the Enforcement organization's mission. Such studies serve as a basis for realigning program and administrative areas often resulting in a major restatement or modification of the organization's objectives and/or goals and operating plans. Conducts special complex, long-term, and short-term impact analyses to determine changes in administrative operations and plan the most effective, cost-efficient implementation. Administers certain administrative and operational programs for the Enforcement organization nationwide and serves as the primary contact person to ensure consistency in implementation and results. The programs vary and range from human resources, IT, credit card purchases, contracting, budgeting, space and fleet management, etc. Evaluates reports and activities of the field offices as well as from industry, union, and other sources. Results of these evaluations may be used to assure uniformity and thoroughness in the application of the requirements of the Federal Mine Safety and Health Act of 1977 and as the basis for changes in existing, or the evaluation results, existing policies or programs are found to be ineffective concerning the accomplishment of the organization's mission. Recommendations are consistent with MSHA's goals and objectives and are supported by facts and logical rationale. Plans and coordinates or conducts a wide variety of high-level and often one-time, special projects which may involve cost-benefit analysis, organizational climate, and effectiveness, the accomplishment of Agency and organizational goals and objectives, etc. Represents the organization on various ongoing or ad hoc committees and task forces involved in the deliberation of management information system integration, accountability program plans, and varied administrative areas such as equal opportunity and labor relations. Incumbent may also serve on Departmental committees and task forces. Responsible for an array of information preparation, gathering, and dissemination to a diversified audience, as well as for commenting on and preparing, reviewing, and changing, both formally and informally, numerous documents that can impact Agency and/or Enforcement programs/policies/procedures. Serves as a point-of-contact for the Enforcement organization with outside officials. The incumbent provides data in response to requests; relays informational requests to other entities of the Agency or organization; coordinates data requests from other organizational components; and follows up on organizational activities to ensure timely response to all requests. Serves as the point-of-contact for the Enforcement field organization on management issues/programs, oftentimes proposing solutions to management problems and providing direction with respect to the proper OPM, DOL, GSA, and MSHA guidelines/ procedures to be followed. Requirements Conditions of Employment Qualifications You must meet the Specialized Experience to qualify for Management and Program Analyst, as described below. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. For GS-13 : Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-12 in the Federal Service. Specialized experience must include at least five (5) of the following: Independently plan and carry out program and management analysis to measure effectiveness, efficiency, and identify deficits and provide recommendations for solutions. Written and oral communication techniques sufficient to present findings and deliver briefings, recommendations, negotiate solutions. Conducting budget actions, contract administration, proposal preparation, program evaluation, procurement, space management, purchase/credit card program and travel related functions related to agency programs, policies, operations, and work processes. Leading projects to evaluate the effectiveness and continuity efficiency of management program operations. Reviewing agencies current administrative policies, laws, and regulations, and other guidance to propose effective, cost-efficient changes for program improvement. Administering short-term and long-term impact analysis of administrative operations and develop reports of findings. Education There is no substitution of education for specialized experience to qualify for this position at the GS-13 grade level.
