Amentum ICITAP Program Coordinator to the Albania/Balkans Regional Corrections Intelligence Unit (CIU) Program in Arlington, Virginia

ICITAP is a cornerstone of America’s global strategy for combating transnational crime, terrorism, countering trafficking in persons, establishing rule of law and enhancing human rights in developing countries.  Amentum is the contract service provider to the DOJ ICITAP and Overseas Prosecutorial Development, Assistance and Training (OPDAT) programs.

POSITION SUMMARY:

Amentum is currently seeking a Program Coordinator to the Albania/Balkans Regional Corrections Intelligence Unit Program. The position will initially be based in Tirana, Albania and will require frequent TDY travel throughout the Balkans and Eastern Europe. This program coordinator be responsible for working closely with foreign government prison officials and third country donors on a day to day basis, mentoring members of the CIUs and building capacity to address high-risk threats, to include terrorism-related threats in prisons and detention centers, through the collection, analysis and sharing of relevant information/intelligence necessary to identify and monitor threats posed by terrorist offenders, to prevent future terrorist activity, radicalization and/or recruitment. This includes establishing partnerships with Balkans regional law enforcement, security agencies and criminal justice partners and within a rule of law framework. The program coordinator will be required to travel and work in Albania, Bosnia and Herzegovina, Kosovo, North Macedonia, Montenegro, Serbia, and other countries as determined pertinent by the ICITAP Balkans Regional Counterterrorism (CT) Cell Attaché in order to develop additional Corrections Intelligence Units throughout the Balkans and Eastern Europe.

JOB DUTIES AND RESPONSIBILITIES:

  • A comprehensive understanding of corrections from line officer level up to top managerial beyond the warden/superintendent level.

  • Candidate will be able to expertly advise foreign prison leaders and the Balkans Regional CT Cell ICITAP Attaché on best practices to enhance the overall criminal justice system by complying with Internationally accepted standards and norms.

  • Candidate will assist foreign prison officials in developing plans that map out effective strategies for the successful management of violent extremist offenders and how to reduce radicalization in the prison system.

  • Mentor and advise foreign prison officials on the management of extremist prisoners.

  • Coordinate training programs and recommended procurements to the CT-funded ICITAP CT Cell Attaché based in Sarajevo.

  • Travel to Eastern European countries, including but not limited to, Albania, Bosnia and Herzegovina, Kosovo, Serbia, Montenegro and North Macedonia, to increase capacity and capabilities respective to Corrections Intelligence Units, through assistance, training, and mentoring.

  • Accompany foreign prison staff to trainings.

  • Integrate CIUs into other CT-funded terrorism-related capacity building efforts within their respective country’s interagency to ensure continuity post-release.

  • Procure equipment and the training necessary to support the CIUs, such as link software, cell phone detection equipment, biometric capture equipment, etc.

  • Convene and coordinate key European donors to assist in rehabilitation and reintegration of terrorist inmates.

  • Demonstrate the ability to innovatively plan, lead and direct individuals, as well as efficiently and effectively manage a dynamic array of corrections development programs designed to discourage violent extremist activity in host country prisons.

  • Candidate will develop, implement and manage processes for the sustainability of programs and projects devised to aid in countering extremist behavior in host country jails and prisons.

  • Exhibit a fundamental understanding of human behavior especially as associated with individuals who have been detained or incarcerated long-term.

  • Have significant experience in and knowledge of prisoner classification systems and instruments as well as the management of violent and high risk prisoners.

  • Experience in liaising with organizations that deal with prisoner issues such as human rights and substance abuse is required. Expert at monitoring conditions of confinement. Have comprehensive knowledge of international standards for the treatment of prisoners (Mandela Rules and other UNODC rules and guidelines on prisoners).

  • Must be knowledgeable about the incarceration of women and juveniles as well as educational and vocational options for both groups.

  • Candidate will be able to observe and assess the management of the prison population, the procedures for responding to critical incidents, conducting staffing analyses based upon facility design and operations (e.g. not staff to prisoner ratios), and mechanisms for ensuring that prisoners’ human and legal rights are protected.

  • Review and make recommendation regarding operations such as key control, tool control, searches, facility emergency plans, staff training, maintenance, budgeting, staffing, classification, grievance procedures, entrance operations/visitor screening, and operations of segregation units, etc.

  • Have experience with liaising with other international organizations.

REQUIRED QUALIFICATIONS:

  • Minimum of fifteen (15) years Corrections experience, with at least ten (10) years of senior level experience, three of which must have been at the rank of deputy regional director (or the equivalent) or higher in a correctional system.

  • Experience in the field(s) of policy formation, organizational development, and management of a correctional institution housing medium or higher custody offenders.

  • Documented experience as supervisor, manager or warden (or the equivalent) for a correctional agency.

  • The program coordinator shall possess a keen understanding of all aspects of corrections operations that will include, but is not limited to detention and/or prison facility leadership and supervision, management and custody of high risk security individuals, special segregation housing, crafting of internal and external security procedures and features, administration functions, logistics, facilities maintenance, intelligence, internal audits and standards, communication functions, staff training and prisoner transportation.

  • Documented advanced report writing skills.

  • Documented ability to assess, analyze, and produce written communications articulating necessary steps to address in a sustainable manner the staffing, structure, policy, and training needs of the KCS.

  • Assess and coordinate with other international correctional system donor efforts.

  • Proven ability to operate windows applications including Microsoft Office Suite.

  • Adept in executing treatment programs and services such as prisoner classification (managing high risk detainees/inmates), case management services process planning to include educational and vocational training, cognitive behavioral change and social work program.

  • Experience working in a high-security state or federal prison system, where violent and hard to manage offenders are incarcerated and provided rehabilitation programs, is preferred.

  • Experience working with a security threat group intelligence unit (STIU) in a similar type of environment.

  • Substantial experience in managing organizational reform of a correctional institutions.

  • Knowledge of organizational change management.

  • Experience with correctional systems, such as staffing, finance, budget, training, operations, human resources, internal affairs functions, etc.

  • Experience in planning and delivering diverse training; particularly leadership training for all levels from line to mid-level and executive level staff.

  • Knowledge of corrections methodologies and evidence-based practices.

  • Experience in project management, planning and strategic development, including evaluation of effectiveness.

  • Excellent drafting and presentation skills

  • Ability to conduct extensive internet research utilizing common internet based search platforms.

  • Previous field/mission experience

  • Should have effective interpersonal communication skills

  • Knowledge of history and political developments in the Balkans

  • Clearable: candidates for this position will not need to be clearable as Third Country Nationals.

DESIRED QUALIFICATIONS :

  • Knowledge of history and political developments in the Balkans

  • Overseas experience is a plus. Language skills in a Balkans language is a plus.

  • Experience in planning and delivering diverse training; particularly leadership training for all levels from line to mid-level and executive level staff.
