Overview
What You’ll Be Doing
Cadmus’ International Development Division is actively seeking Grants and Subcontracts Officer candidates for its Economic Engagement and Private Sector Development team.
The Officer will report to the Deputy Chief of Party (DCOP) of Operations for Asia Futures and provide grants and subcontracts support to Asia Futures across a large, complex USAID activity.
The Asia Futures Activity is a 5-year, $150 million dollar project managed out of Washington. The contract is designed to bolster the United States Agency for International Development’s (USAID) regional policy objectives in Asia. It addresses the diverse challenges facing the region while providing USAID missions with a multidisciplinary tool to foster a resilient, equitable, and prosperous Asia, underpinned by strong democratic institutions. As USAID Asia Bureau’s accelerator and knowledge hub, Asia Futures will oversee both buy-ins and core funding for implementation. The activity grants USAID access to critical thought leadership, subject matter expertise, analytical support, and local relationships necessary for tackling interconnected issues related to economic growth, democratic governance, and resilience, particularly in the face of increasing health, climate, and food security threats.

Responsibilities
Support the DCOP of Operations in overseeing grants and subcontracts management under Asia Futures
Provide day to day support to ensuring the project team adheres to the Grants Under Contract and Procurement manuals and policies
Coordinate and prepare Request for Proposals (RFPs), Request for Applications (RFAs), or Annual Program Statements (APSs)
Track and review proposals/applications to assess potential offerors/applicants/grantees
Facilitate the evaluation and selection process for offerors/applicants/grantees, ensuring compliance with internal and external contract and policy requirements
Assist the DCOP Operations and Chief of Party in receiving client approval for subawards, as per USAID rules/regulations
Support the DCOP of Operations in post-award functions
Monitors compliance with sub-awards terms and conditions, including tracking of obligated funds and total award funding
As needed, organize kickoff meetings and apprise offerors/applicants/grantees of the responsibilities, requirements and policies and procedures
Assist in preparing grants and subcontracts training and templates
Qualifications
Bachelor’s Degree in economics, business, international development/affairs, or related field and at least five years’ experience in a role within international development including experience in grants and subcontracts and procurement management
A demonstrated understanding of USG rules and regulations that govern USAID grants and contracts (i.e. Federal Acquisitions Regulations, Code of Federal Regulations, ADS 300 Series, etc.)
Experience on USAID projects either in a home office or field capacity
Ability to work in a team environment
Ability to multitask and work under pressure in a fast-paced environment
Strong interpersonal skills (you will interact with employees, consultants, partners, clients, subcontractors, and vendors)
Strong writing skills, and ability to provide examples of written work
Preferred skills & qualifications:
Relevant overseas work in a developing country context
Second language capabilities, particularly related to areas of the Indo-Pacific region
Masters degree + 3 years in field relevant to international development/affairs and/or finance/grants related fields preferred
Additional Information:
Candidates must be eligible to work in the United States as a U.S Perm Resident or U.S. Citizen.

The minimum starting salary for this position is $70,000. The actual salary may be higher and will be determined by several factors, including relevant work experience, education, skills, and market competitiveness.
