Position Description
If you love engaging with high profile and challenging executive administration supporting the U.S. Department of Defense, Serco has a great opportunity for you!As the Policy Analyst SME with Serco, you will provide support to the Office of the Assistant Secretary of Defense for Sustainment, Deputy Assistant Secretary of Defense for Product Support within their newly created Regional Sustainment Framework office located in the Pentagon. The organization’s mission is to provides oversight of program sustainment, affordability, and life cycle logistics for major weapon systems acquisition to ensure sustainability and supportability integration early in the acquisition process.
In this role, you will:
Conduct assessments to identify allied and partner nation workforce challenges and opportunities. This includes identifying U.S. Defense Industrial Base overseas workforce locations, capacity, and supportability.
Estimate both the impact of workforce readiness shortfalls as well as viable mitigation approaches as part of the assessments and offer solutions as part of the assessment to include potential contracting approaches.
Identify, document, and address constraints to workforce allies and partner nation readiness including security, personnel clearances, and technological sensitivities and/or intellectual property rights.
Conduct analysis to identify and address U.S. and allies and partner statutory, regulatory, international agreements, and policies that present barriers and restrictions to expansion of MRO capabilities to support RSF priorities. Propose amendments to those barriers and restrictions to mitigate RSF implementation.
Assess, compile, and analyze existing agreements with allies and partners to include Mutual Logistics Support Agreements, Acquisition Cross-Servicing Agreements, and International Support. Identify gaps in existing agreements. Identify new partnership opportunities to generate new Coalition Partner agreements. This includes exploring amendments, waivers, or reciprocal agreements that align with U.S. and host nation laws while enabling broader MRO cooperation. Recommend changes to existing MRO agreements (i.e., MOU’s) and develop initiatives and solutions to support RSF expansion.
Assess, compile, and analyze existing allies and partner organic and commercial MRO capabilities. Develop strategies to capitalize on existing capabilities, reduce barriers to implementation, and maximize mutual benefit and operational effectiveness.
Conduct analysis to support the development and deployment of incentivization mechanisms to drive capital investment into allies and partner arrangements. This includes identifying and developing incentivization plans for Combatant Commands (CCMDs) and Military Services participation to achieve RSF objectives.
Identify, assess, and catalog U.S. and industry-operated MRO facilities in allies and partner nation currently servicing foreign nation partner military equipment. Evaluate their potential to support U.S. MRO demands, factoring in existing capabilities, spare capacity, and strategic location relevance. Review impediments to pushing additional MRO capabilities forward and develop strategies to mitigate.
Conduct analysis to recommend procedures to protect supply chain physical security, cybersecurity, and intellectual property rights.

Qualifications
To be successful in this role, you will have:
Master’s Degree is required
Alternatively, the candidate must have 12 years of relevant experience and a Bachelor’s Degree.
PhD degree can be substituted for 2 years of experience.
10+ years of relevant experience.
Provides technical/management leadership on major tasks or technology assignments.
Requires ability to conduct and direct comprehensive studies pertaining to maintenance related policies and international agreements on weapon systems, foreign nation workforce capabilities, US and foreign partner maintenance capabilities, and supply chain vulnerabilities.
Establishes goals and plans that meet project objectives.
Has domain and expert technical knowledge.
Directs and controls activities for a client, having overall responsibility for methods and staffing to ensure that technical requirements are met.
Interactions involve client negotiations and interfacing with senior management.
Decision making and domain knowledge may have a critical impact on overall project implementation.
A active DoD Secret Clearance
Ability to obtain a Common Access Card.
U.S. Citizenship is required for this position.
