Systems Planning and Analysis, Inc. Counter WMD Ops Research Analyst in Arlington, Virginia

SPA assists the Government in developing leading edge technologies to counter WMD in support of CCMDs and transitioning these technologies to services and SOCOM. SPA provides expertise across the full range of chemical, biological, radiological, nuclear and high-yield explosives (CBRNE) WMD, Counter Improvised Threat and Countering Threat Network technologies to support understanding, detection, identification, characterization, denial, control, disabling, defeating, disposing, safeguarding the force, managing consequences, and test and evaluation in support of military and civilian operations.

Provides R&D analysis support to the DTRA CX (Counter WMD Technologies) Dir with emphasis on operational research. Analyzes actual and predictable operational activities of a military, governmental, or business system to obtain a quantitative, rational evaluation of the utility and effectiveness of postulated forces in the context of specified Concepts of Operations (CONOPS) and other operational employment considerations. Structures, develops, conducts and analyzes results from Analyses of Alternatives (AoAs), wargames and Military Utility Analyses (MUAs). Tailors complex modeling, simulation and analysis techniques, mathematics, statistical methods, optimization, and other principles and disciplines to conduct computational analysis and develop quantitatively based insights and findings that will drive operational, logistic, and acquisition decisions. Evaluates all project aspects, including design, development, execution, and implementation of chemical and biological research and development. Understanding capability gaps and assisting in setting project and product-level strategy and priorities, ensuring portfolios are responsive and mapped to program goals

  • Bachelor's Degree in Operations Research, Military Operations or related field

  • 5-10 years of experience in military operations and research such as organizations, missions, training, tactics, wargaming, etc

  • DoD Secret level clearance, and the ability to maintain it

Preferred Qualifications

  • Military experience; Experience as an operations officer or commander

  • Experience in DOD with Military Operations Research

  • At least 2-3 years of use and development of analytic tools and models. Proficient in AFSIM, GCAM, HPAC, and/or JEM, etc.

  • Experience developing scenarios and opposition forces to support campaign or tactical modeling, wargaming, or analysis

  • Experience in chemical and biological defense as part of a DoD research and development enterprise:

  • Experience with explosives, SOF, or weapons development OR

  • Experience with the DoD Chemical and Biological Defense Program (CBDP) and DoD acquisition policies;

  • TS/SCI
