Job Description

Environment and Development Planner II (Hybrid)

The North Central Texas Council of Governments Environment and Development Department is seeking a mid-level planner. This position will support the Upper Trinity River Transportation and storm-water Infrastructure (TSI) project and programs related to Public Works and Floodplain Management. TSI seeks to reduce future flood risk in rapidly developing communities by integrating planning for Transportation, Storm-water, and environmental needs, including green storm-water infrastructure and nature-based solutions. NCTCOG currently operates as a hybrid workplace. Our offices are located in Arlington, Texas.

Successful candidates will demonstrate the ability to complete assigned tasks that may include, but are not limited to:

  • Collecting and managing data and metadata that support TSI, including environmental data and planning and engineering documents gathered from local governments.
  • Collaborating with technical partners and researching strategies to utilize state-of-the-art technology to enhance flood forecasting and warning system/s in the TSI study area.
  • Recommending policies, ordinances, and incentives to incorporate flood risk reduction into local government zoning, building codes, floodplain management ordinances, planning documents, etc.
  • Preparing for site visits by viewing and summarizing local government policies and planning documents and flooding and development challenges.
  • Presenting at committee meetings.
  • Attending meetings with technical partners and drafting meeting summaries.
  • Documenting progress on project tasks.
  • Assisting with project management and grant management tasks.
  • Developing and maintaining contact lists.
  • Supporting the Public Works Council, including theintegratedStorm-water Management subcommittee and Sustainable Public Rights-of-Way subcommittee.
  • Supporting the Flood Management Task Force, including recruiting meeting speakers and drafting meeting summaries.
  • Utilizing Geographic Information Systems.

Required Experience

  • Bachelors degree in city and regional planning, environmental studies, geography, or similar
  • Over one year up to and including three years of related work experience in the environment and development fields and/or local government operations

Preferred Certifications

  • AICP, CFM
