Position Description The Anoka County Information Technology (IT) department is dedicated to empowering County programs and services to achieve their business goals through innovative technology solutions. We are excited to announce the creation of a new role: Supervisor, Applications Developer. This position will lead a talented team responsible for the design, development, and coding of functional programs and applications. The role also includes project management, integration, implementation, maintenance, and support for Anoka County's most complex systems and applications. This is a full-time, exempt, hybridposition. Pay & Benefits Salary: $92,601 to $111,113 ($44.52 to $53.42 per hour). 2024 Anoka County Salary Schedule Grade 38: $92,601 to $129,604 ($44.52 to $62.31 per hour). 24 days of paid flexible time off and up to 12.5 paid holidays. Advancement/professional development opportunities. Work Location This position will work at Anoka County Government Center, located at 2100 3rd Ave, Anoka, MN 55303. This position may be eligible for flexible work arrangements, including hybrid work, with most days working remotely and some days working in the office for quarterly in-person team meetings. Expected work hours are Monday - Friday, 8:00 a.m. - 4:30 p.m. Job Duties and Responsibilities These examples are not all inclusive and are intended to be illustrative of primary responsibilities of an Anoka County Supervisor, Applications Developer. Supervise and coordinate activities of employees engaged in the design and development of complex software solutions and select appropriate platforms. Oversee and drive solution architecture and programming ranging from simple scripting through full stack development including database design, middleware/services layer implementation, and user interfaces. Provide technical leadership in the design, integration, and architecture of complex software applications. Proactively meet with leaders to understand complex user requirements and how they translate to new applications, features, or modifications. Assess of design and project parameters within time and cost constraints. Determine project intake, prioritization, workload, and daily work direction; provides leadership and coaching. Act as the primary point of contact to Anoka County employees leading and collaborating to understand user requirements, provide recommendations, and ensure successful implementation of projects and new software applications. Lead the evaluation of existing applications and perform updates and modifications utilizing advanced programming code. Extend and improve existing applications, working closely with other applications and backend developers. Develop strategies to asse s the life cycle of the software applications for Anoka County's near and long-term technology needs. Develop guidance and oversee standardized policies, procedures, and training plans. Act as a point of escalation to resolve highly complex system problems and ensure optimal utilization of the products. Qualifications and Requirements: Minimum Knowledge, Skills, and Abilities Needed Requires a bachelor's degree and at least 3 years (2,080 annual hours) of job-related experience. In lieu of the required education, an equivalent combination of education and experience may be substituted on a year-for-year basis. Preferred Knowledge, Skills, and Abilities Needed Degree in computer science, computer engineering, software development, or related field. Previous leadership experience and strong communication skills to communicate technical concepts. Experience working as a Full Stack Developer with proficiency in working all layers of the application. In-depth knowledge of .Net, C# highly preferred. Experience using HTML/CSS, Visual Studios, Ado.Net, Web API, XML. schemas, and REST/SOAP web services. Experience using JavaScript and working with front-end JavaScript libraries (Bootstrap 4/5 and jQuery). Experience working with Microsoft Graph API and Azure is highly preferred. Experience working with system integrations, user interface design, and application security testing principles (SAST/DAST). Physical Demands and Work Conditions Standard office environment. Vision abilities required by this job include close vision, distance vision, and the ability to adjust focus, such as to work on computers. Ability to see colors, shades and brightness. Hearing abilities required for general and phone communication, signals, and machine sounds. Cognitive abilities required include problem solving, prioritization of tasks, short- and long-term memory, interpreting and understanding written documents, and general mathematical skills. Assignments may require several hours of varied physical activity in addition to viewing a computer screen, sitting at a desk, or walking/standing to assist county employees. Physical activity may include repeated bending, stooping, reaching, frequent wrist and finger manipulation to complete computer work, and occasionally pushing carts to transport equipment. Equipment used includes computers, phones, and standard office equipment in addition to IT maintenance equipment depending on assignment. Occasional travel to other county work sites as needed. Travel between work sites may require driving a county vehicle and/or a personal vehicle.
