Anoka County Learning Management System (LMS) Administrator, Senior HRBP (Hybrid) in Anoka, Minnesota

Position Description We are seeking a Workday Learning Administrator who has experience using Workday Learning or a Learning Management System (LMS) as an administrator. This position will execute the learning strategy; oversee the Workday Learning catalog of courses, to include in-person classroom training sessions, live webinars, and eTrainings; and administer campaigns, including identifying the assignment requirements, frequency of retraining, and job titles needing to be captured in the assignment. On an ongoing basis, this position will monitor the training completion data through generating reports and following up with managers, ensuring training data is accurate and data integrity is preserved. This position will troubleshoot Workday Learning concerns regarding training completion, campaign management, and courses. The Anoka County Human Resources Department provides a full spectrum of talent management services including but not limited to classification, compensation and benefits, recruitment and selection, employee relations, labor relations, performance management, and organizational development. This position includes work as a Senior Human Resources Business Partner, with the workload being divided approximately 75% Workday Learning Administration and 25% HRBP work. This is a full-time, exempt, hybridposition. First interviews will take place December 16- 20 for those selected to move forward in the hiring process. Pay & Benefits Salary: $70,012 to $84,011 ($33.66 to $40.39 per hour). 2024 Anoka County Salary Schedule Grade 34. $70,012 to $98,009 ($33.66 to $47.12 per hour). 24 days of paid flexible time off and up to 12.5 paid holidays. Advancement/professional development opportunities. Work Location This is a hybrid position based at the Anoka County Government Center in Anoka. This position may be eligible for flexible work arrangements, including hybrid work, with some days working remotely and some days working in the office. Expected work hours are Monday - Friday 8:00 a.m. - 4:30 p.m. Job Duties and Responsibilities These examples are not all-inclusive and are intended to be illustrative of the primary responsibilities of an Anoka County Senior Human Resources Business Partner. Workday Learning Administration duties (70% approximate). Senior Human Resources Business Partner duties (30% approximate). Provide expert-level strategic counsel of and administration of Workday Learning. Create assignments in Workday Learning with an understanding of the retraining requirements, due dates, course descriptions, and quizzes. Own the library of courses within Workday Learning, upload course content, and de-activate courses as necessary. Maintain the library of courses within Workday Learning; upload course content; and de-activate courses as necessary. Generate training reports to identify incomplete assignments; work with managers and teams to achi ve high rates of training completion. Provide technical assistance regarding Workday Learning to end users with exceptional customer service. Develop how-to guides for end users to utilize Workday Learning successfully. Oversee compensation-related responsibilities such as responding to requests for information, performing classification of jobs, conducting salary surveys, performing market analysis, determining job offer rates, administering the County Performance Based Range Movement (PBRM), and advising management and training on PBRM to ensure the county remains competitive and aligned with the market. Conduct high-level investigations and advise management on the resolution of employee issues, concerns, and/or conflicts. Interpret rules and regulations and make recommendations on corrective action, terminations, employee concerns, training, and organizational changes. Prepare negotiation strategies by analyzing data to evaluate options for addressing the interests of unions and the county, or to evaluate union or county positions in collective bargaining. Serve as the liaison for chief labor counsel, union, payroll, department, managers, employees, and others. Contribute to the development of objectives, county goals, performance management, and policies and procedures. Define and execute HR strategies to accomplish county and department objectives. Develop workforce plans and maintain an understanding of external trends and issues that may impact county workforce targets. Advise and make recommendations for succession planning, career progressions, mobility transfers, inter-jurisdictional transfers, promotions, demotions, and open competitive examinations. Provide leadership, coaching, and/or mentoring to a subordinate group. Qualifications and Requirements: Minimum Knowledge, Skills, and Abilities Needed Requires a bachelor's degree and at least 4 years of human resources experience. In lieu of the required education, an equivalent combination of education and experience may be substituted on a year-for-year basis. Preferred Knowledge, Skills, and Abilities Needed Degree in Business Administration, Human Resources, or a related field. Expertise in Workday Learning strategies and best practices. Knowledge of Human Resources principles and HR administration. Knowledge of Equal Employment Opportunities and federal, state, and local employment laws. Ability to handle confidential information with discretion. Analytical and problem-solving skills. Strong communication skills. Physical Demands and Work Conditions Standard office environment.
