Anoka County Design Engineer III in Anoka, Minnesota

Hiring range: $80,516 to $96,616 ($38.71 to $46.45 per hour). The starting rate will depend on experience, education, and qualifications. Position Description At the Anoka County Highway Department, it is our vision to enhance and protect life by providing safe roads and eliminating traffic congestion. The department has an immediate opening for a Design Engineer III who will perform various duties. Some of the critical responsibilities of this position include planning and creating design criteria, drawings, specifications, and project memoranda for right of way acquisition, roadway design, traffic engineering, drainage design, and environmental impact, in coordination with local agencies and city officials to support highway construction and improvements. This is a full-time, exempt, hybridposition. Interviews will take place as applications are received for those selected to move forward in the hiring process. Pay & Benefits Salary: $80,516 to $96,616 ($38.71 to $46.45 per hour). 2024 Anoka County Salary Schedule Grade 36. $80,516 to $112,715 ($38.71 to $54.19 per hour). 24 days of paid flexible time off and up to 12.5 paid holidays. Advancement/professional development opportunities. Work Location This position will work at the Anoka County Highway building located at 1440 Bunker Lake Blvd NW, Andover MN 55304. This position may be eligible for flexible work arrangements, including hybrid work, with some days working remotely and some days working in the office. Expected work hours are Monday - Friday 8:00 a.m. - 4:30 p.m. Job Duties and Responsibilities These examples are not all inclusive and are intended to be illustrative of primary responsibilities of an Anoka County Design Engineer III. Plan and create design criteria, drawings, and specifications, including exhibits for right of way acquisition, roadway design, traffic engineering, drainage design, and environmental impact, in coordination with local agencies and city officials to support highway construction and improvements. Design and plan roadway alignments, cross sections, profiles, pavement design, reconstruction design, and transportation facilities. Ensure project compliance with government standards and regulations. Perform data collection, analysis, and utilize written documentation to support design calculations, drawings, and rough sketches. Instruct and provide technical and project design support and documentation to field staff during construction. Answer construction related questions and delegate necessary revisions. Determine procedures for performing engineering analysis for highway infrastructure projects. Set and prioritize project budgets, estimations, schedules, and projections. Coordinate with Right of Way Specialist in acquisition of road Right of Way. Prepare technical specifications for project bidding process. Review and finalize design related reports and memos. Provide leadership, coaching, and/or mentoring to a subordinate group as assigned. Qualifications and Requirements: Minimum Knowledge, Skills, and Abilities Needed Requires a bachelor's degree in civil engineering and at least 4 years of job-related experience. Professional Engineering (PE) license in the State of MN. Succes fully pass driver's license background check and possess a class D driver's license. Preferred Knowledge, Skills, and Abilities Needed Knowledge of engineering principles and techniques involved in the construction, design, and proper maintenance of county highways and bridges Knowledge of construction specification, OSHA safety standards, environmental standards, federal laws, and state statutes Knowledge of project management, basic scheduling, and ability to prioritize and manage deadlines. Knowledge in delivering federally funded infrastructure projects. Strong oral and written communication skills. Physical Demands and Work Conditions Standard office environment, various county work sites both indoor and outdoor, including unfinished structures, construction sites, rough terrain, and changing weather conditions depending on assignment Vision abilities required by this job include close vision, distance vision, and the ability to adjust focus, such as to work on computers. Ability to see colors, shades and brightness Hearing abilities required for general and phone communication, signals, and machine sounds Ability to detect, discern, and tolerate a wide range of scents required for safety and performance of essential duties Cognitive abilities required include problem solving, prioritization of tasks, short- and long-term memory, interpreting and understanding written documents, and general mathematical skills Assignments require several hours of varied physical activity in addition to viewing a computer screen, sitting at a desk, or walking/standing Physical activity may include repeated bending, stooping, reaching, twisting, walking on sloped or uneven terrain, and handling/carrying equipment Regular lifting of 0-25 lbs., occasional lifting of up to 75 lbs.
