The State Highway Administration’s (SHA) Asset Management Office (AMO), Asset Optimization Division is recruiting for a Transportation Planning & Performance Manager (Administrator IV) in Anne Arundel County. This position is open to anyone who meets the minimum and selective qualifications listed below. This is a position specific recruitment. Nature of Work:

The Transportation Planning and Performance Manager coordinates asset optimization products and services for the enterprise Asset Management Program of SHA. This management position directs the work of transportation planners, program managers, and analysts to transform asset data into actionable information, leading to insightful business decisions. This role is pivotal in interpreting federal surface transportation regulations and applying best practices for performance-based planning and programming decisions to meet the needs of the agency’s diverse asset portfolio. SHA owns and maintains over 15 asset classes and over 75 asset types spanning 17,600 lane miles of roadway throughout the state of Maryland.

The Transportation Planning and Performance Manager performs key asset management functions for SHA. They partner with asset class experts throughout the organization to develop comprehensive asset lifecycle management plans and state of good repair financial plans.?This position is responsible for creating risk management plans and implementing and maintaining SHA’s enterprise risk register. The Transportation Planning and Performance Manager performs and oversees studies to model asset investment scenarios. They deliver key products such as the State of Maryland Transportation Asset Management Plan (TAMP).?Additionally, this position will lead data analysis and modeling efforts including data collection, analysis, and modeling to assess current and future transportation needs and evaluate the performance of transportation assets, and systems.

Qualifications

Minimum Qualifications:

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Six (6) years of experience in administrative staff or professional work.

Selective Qualifications: Three (3) years of experience in transportation performance management, transportation asset management, transportation planning/risk/resiliency management, or transportation data management. One (1) year of this experience must have involved the supervision of other employees.

Selective qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill or abilities).

Preferred Qualifications:

The ideal candidate should possess the following:

  • Experience in transportation planning and policy

  • Knowledge of Transportation Asset Management (TAM) practices and experience in applying transportation performance, asset, and risk management principles

  • Understanding and experience of fiscal and economic impact analyses

  • Knowledge of federal transportation planning and project development process requirements

  • Experienced in analyzing and interpreting transportation data and leading teams in the development of analytic methods to inform transportation planning and performance decisions

  • Experience using enterprise applications and systems for data management and analysis to inform transportation planning and performance decisions. Examples may include Business Intelligence (BI) systems, Enterprise Asset Management Systems (EAMS), or GIS-based data and applications

  • Excellent oral and written communication skills

  • Excellent process development/re-engineering skills and organizational change management skills

  • Demonstrated ability to deliver projects and assignments on schedule and within budget

Notes:

  1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.

  2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.

  3. Candidates may substitute the possession of a Master's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.

  4. Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the administration of rules, regulations, policies, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.
