The Maryland Department of Transportation is seeking a qualified individual for the position of Strategic and Regional Planner (Administrator IV) . The Strategic and Regional Planner is responsible for managing key federal requirements, ensuring that state, local, regional, and federal agencies work together to deliver better transportation projects in both urban and rural areas, including federally required Metropolitan Planning Organizations (MPOs) in order to advance the state’s goals. This position is essential to meet federal and state requirements. Additionally, this role would staff the Maryland Transportation Commission, a Governor selected board helping to designate roadways, and who will be helping with project prioritization. This position would help with the development of the project pipeline, in conjunction with the outreach to stakeholders rural/MPOs/locals, etc.) and would provide strategic statewide planning functions assisting the statewide transportation needs assessment.

The Strategic and Regional Planner reports directly to the Director of Planning.

Some of the essential duties of the Strategic and Regional Planner include, but are not limited to the following:

  • Guide area project planning studies and legislative initiatives, ensuring alignment with strategic and regional planning goals.

  • Support statewide and regional long-range transportation planning and grant applications to enhance connectivity for Maryland residents.

  • Collaborate with regions/MPOs, local jurisdictions, and state agencies to strategically plan transportation investments that align with Maryland's goals and optimize state transportation assets statewide.

  • Ensure compliance with federal laws and transportation authorizations to maintain access to federal funding for state infrastructure projects. Assist in developing the Statewide Transportation Improvement Program (STIP) and related amendments.

  • Represent MDOT at policy and technical committees of smaller Metropolitan Planning Organizations (MPOs) such as S/W MPO, HEPMPO, and WILMAPCO, to advance state and federal transportation objectives.

  • Coordinate with MDOT modal agencies to develop long-range transportation plans, work programs, and improvement programs for smaller MPOs, facilitating better connectivity across Maryland.

  • Organize and facilitate the Consolidated Transportation Program Fall Tour and Pre-Tour meetings for rural counties and the smaller MPO counties.

  • Serve as liaison to the Maryland Transportation Commission, managing monthly briefing schedules and communications.

  • Coordinate intergovernmental reviews of local comprehensive plans, amendments, and programs.

  • Prepare briefing papers for senior leadership and the Secretary on various regional planning issues and respond to inquiries from elected officials, citizens, and community organizations regarding regional planning processes.

Qualifications

PREFERRED QUALIFICATIONS:

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Six years of experience in administrative staff or professional work. Three (3) years of this experience must have involved experience in metropolitan and/or statewide transportation planning and experience directly or indirectly working with metropolitan planning organizations.

The ideal candidate will possess:

  • A bachelor's degree in Urban and Regional Planning, Civil Engineering, Public Administration, or a related field

  • Excellent communication skills for preparing reports, briefing papers, and presentations

  • Ability to foster relationships and facilitate collaboration among diverse stakeholders

  • Experience in statewide and regional long-range transportation planning and grant applications

  • Adaptive problem-solving skills in complex transportation and planning scenarios

  • Understanding of organizational dynamics and intergovernmental processes within large agencies

  • Proficiency in organizing meetings and events related to transportation planning

  2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.

  3. Candidates may substitute the possession of a Master's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.

  4. Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the administration of rules, regulations, policies, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

Licenses & Certifications

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
