The Maryland Department of Transportation-The Secretary's Office (MDOT TSO) is seeking qualified professionals for the position of Contract Administrator (Administrator IV). The primary purpose of this position is to handle the daily management and implementation of department-wide Information Technology contracts which include but are not limited to Request for Proposals (RFP), Invitation for Bids (IFB), task orders, sole source, intergovernmental cooperative purchase agreements, resource sharing proposals, agreements, MOUs and multiple other projects. Works with all MDOT Modes, their IT subject matter experts, MDOT Procurement Offices, and the State Department of Information Technology to initiate, assist in the drafting of specifications for RFP’s, IFB’s, Task Orders, Work Orders, Change Orders, Modifications, extension requests, substitution requests, Procurement Review Group (PRG) forms, and Board of Public Works Agenda Items and documentation. This position also handles monitoring and evaluating contractor performance and assessment of all agency-specific contracts and task orders. Furthermore, this position interacts directly with all of the MDOT Modes, coordination with the MDOT Modes’ Procurement Office and the Maryland Department of Information Technology on statewide and MDOT specific Information Technology contracts.

Qualifications
MINIMUM QUALIFICATIONS:
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Six years of experience in administrative staff or professional work. *Three (3) years of this experience must include contract management or procurement experience, including functions such as drafting contract specifications, negotiating contract terms and conditions, and monitoring and evaluating contractor performance under contract terms and specifications.

Notes:
Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.
Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.
Candidates may substitute the possession of a Master's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.
Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the administration of rules, regulations, policies, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.
Licenses & Certifications
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
