The Maryland Department of Transportation, The Secretary’s Office (MDOT TSO) is seeking to hire a visionary civil rights, diversity, affirmative action, equal opportunity, and human resources professional who is a highly skilled leader to serve as our next Chief of Equity and People Management (DOT Executive VIII).

The Chief of Equity and People Management (CEPM) provides leadership, guidance, and support to staff, management, and executive leaders on a wide variety of human resources issues; assists in the overall direction of the Human Resources Department and in developing and administering a comprehensive range of human resources programs and services; performs professional and complex work in the areas of employee recruitment and selection, training and development, employee and labor relations, union contract administration, policy interpretation and administration, job classification/evaluation, and compensation, performance management, and employee recognition.

In addition, the Chief of Equity and People Management (CEPM) provides policy direction to the entire Department in the areas of all civil rights and diversity efforts, such as, affirmative action, equal opportunity, and diversity and compliance; provides policy guidance and oversight for the areas mentioned above; determines and develops policies, procedures, and programs; oversees the process for discrimination complaints and investigation; serves as a legislative liaison in all matters related to fair practices; and communicates with other state and federal agencies, union officials, contractors, community groups, and special interest groups on related matters. The Chief of Equity and People Management has final responsibility for all work products and actions of the Office of Diversity and Equity.

  • Diversity Training: Developing and implementing diversity training programs for employees and managers to ensure a more inclusive workplace.

  • Legal Compliance: Ensuring compliance with diversity-related laws and regulations, including affirmative action plans and equal employment opportunity requirements.

  • Leadership Development: Developing and supporting diverse leaders within the organization to help drive diversity and inclusion initiatives.

  • Community Outreach: Building relationships with diverse communities and organizations to increase the organization's diversity and inclusion efforts.

The current vacancy exists at MDOT TSO in the Office of Human Resources, which is located in Hanover, MD. (Anne Arundel County).

This position may allow a hybrid work schedule, including telework and on-site work hours.

Qualifications

PREFERRED QUALIFICATIONS:

Education: A bachelor’s degree with major coursework in public administration, human resources, business administration, employee relations, industrial psychology, or a related field.

Experience: Fifteen (15) years of leadership experience in Human Resources and Diversity, Equity, and Inclusion, five (5) years of which must have been in an executive leadership position.

The ideal candidate will possess:

  • A Juris Doctorate and/or an extensive legal background

  • Proficient in all HR functional areas to include but not limited to talent acquisition, talent management, benefits, and compensation/classification

  • Proficient in all diversity, equity, and inclusion areas to include developing and executing DEI Action plans, Affirmative Action plans, EEO/Fair Practice, and ADA.
