ASRC Federal Holding Company Infrastructure as Code/DevOps Lead in ANNAPOLIS, Maryland

ASRC Federal Holding Company is seeking candidates in the Annapolis Junction, MD area to support an upcoming government contract. This position may temporarily be supported remotely per Federal govt. COVID-19 guidelines.


The IaC/DevOps Lead SME will have three primary areas of focus:

  • Leading architecture and engineering efforts to plan, analyze, design, test, and deploy infrastructure expressed as code.

  • Establishing, maturing, standardizing, and maintaining DevSecOps processes within the organization by leveraging automation tools and applications including services available in agency’s Cloud environments/s.

  • You will architect and engineer CI/CD pipelines for development teams and manage configuration of tools and plugins in support of release engineering processes in a SAFe/Agile environment.

  • The successful candidate will have a total of at least 10 years of experience in related field.

  • At a minimum of 2 years in IaC leadership and transformation experience of a large enterprise.

  • At a minimum of 4 years in DevOps leadership and transformation experience with architecting or engineering high maturity CI/CD pipelines with modern open source and licensed tools.

  • You will bring a demonstrated track record of success leading IT services in large enterprise setting as well as critical skills in developing partnerships, modeling behaviors, and developing team capabilities.

  • You will partner with the enterprise stakeholders, IT support organization and development teams to chart a service delivery roadmap, manage deliverables, SLAs and SLOs.


  • Provide leadership in planning, architecture, design and implementation to support agency’s implementation of IaC and DevSecOps for IaaS and PaaS solutions for on-prem or Cloud platforms for mission critical 24x7x365 operations.

  • Provide systems engineering leadership to ensure that technical and operational requirements are achievable and being satisfied with the proposed technologies.

  • Collaborate with the government to research concepts, conduct special studies, develop proof-of-concepts and pilots based on Cloud technology to exploit new opportunities to optimize the effectiveness and efficiency of the IT platform and IaC and DevSecOps operation.

  • Define and manage the roadmap for implementation of IaC and DevSecOps in an established operation.

  • Collaboratively with project’s DevOps Tools SME, provide planning, architecture, design and implementation support for implementation of DevSecOps.

  • Support DevSecOps operations by integrating developed IaC into CI/CD pipeline builds.

  • Work within a structured environment, including the use of structured methods and approaches and modern development tools.

  • Manage implementation and operation of the organization’s platform & middleware technology on-prem and in Cloud.

  • Manage migration of on-premises applications to Cloud Infrastructure and Platform services as needed.

  • Provide technical planning, deployment, integration, test/validation, and configuration of Commercial-off- the-Shelf (COTS), and custom software in both the Linux and Windows operating environments.

  • Ensure use of DevSecOps, Continuous Delivery and ITIL concepts to lead an effective support operation.

  • Provide string hands on Linux and Windows-based systems administration skills in a Cloud or Virtualized environment (AWS, Azure, VMware, etc.).

  • Support the development of reusable solutions for software intensive work efforts.

  • As part of the operations teams for agency’s mission critical systems, you will provide support to applications and middleware technology, including integration services. Respond to priority issues impacting service levels.

  • Leverage technological innovations and industry best practices to provide solutions that contribute to increased IT operational efficiency.

  • Collaborate with development and security teams to solicit requirements, design, build and automate the provisioning of platform services to support the software development lifecycle.

  • Manage release management practice in compliance with SELC for IT change management, including but not limited to release scheduling, software builds, deployments, installations, configurations, and patches across a wide portfolio of applications.

  • Ensure the technical artifacts including but limited to reports for infrastructure assets, configuration, networking, technical and architectural artifacts are always created and maintained in centralized repository, currently implemented as a SharePoint library.

  • Provide monitoring over SLA performance indicators to ensure compliance requirements established under QASP.

  • Drive a holistic approach to the facilitating of value with customers and other stakeholders in the form of products and services and delivering agreed upon Service Level Agreements.

  • Adhere to the organization’s technical management philosophy relative to its commitment to quality.
