Oracle Technical Operations Manager in Annapolis Junction, Maryland

Job Description

Required to currently hold and have the ability to maintain a TS/SCI with Poly Clearance.

As the Operations Manager for the ATLAS program, you will serve in a cross matrixed leadership position supporting all workstreams across the program.

This role requires a blend of technical acumen, operational oversight, and exceptional communication skills. The ideal candidate should have a firm understanding of DoD and intelligence community program delivery, incident and problem management, business process re-engineering, Cloud environments, SaaS, HR, Operations, Technology transformations and should have a working knowledge of schedule activities, program management operations, and the information technology lifecycle for SaaS cloud-based systems (or demonstrate like in kind experience with major technology transitions).

Responsibilities

SPECIFIC RESPONSIBILITIES:

· Oversees the Service Operations processes for the Oracle HCM production based system

o Responsible for the Tier 1 – 3 ticket management / escalation plan within program and Oracle Support eco system

o Trains, mentors, and manages incident management, problem management, root cause analysis and outage management

o Develops, captures and reports on program SLA (Service Level Agreement), SLO ( Service Level Objectives) and KPIs to include in government facing meetings

o Interacts with corporate Oracle support/services for ticket resolution, changes, and outages

· Works with the customer counterparts directly to manage expectations, respond to tasking, quality of deliverables, and resolution to concerns

· Understands the greater Oracle product suite and how its applied on the program

· Prepares and analyzes trends in ticket completions. Follows up on risks, concerns, issues

· Hold regular technical team meetings to track progress against high priority items while ensuring framework and best practices are being followed

· Resolve specific technical issues by coordinating appropriate resources with the customer, PMO and internally within Oracle teams as appropriate

· Works with Change Management and Technical team to coordinate outages, changes and Root Cause Analysis

· Leads Hot Washes, After actions, and solutioning sessions

· Report status on all leadership level meetings and high level customer facing meetings

· Support the overall product backlog, business process redesign process, and release management cycles

· Participates and leads engineering events and activities as needed

· Supports PMO level governance and process management when applicable (i.e. Risk Management, Past performance, PMO level slides decks, etc.)

· Manages updates and on time delivery to program CDRLs within Service Delivery organization

· Must prioritize tasking with little oversight and navigate conflicting

The ideal candidate would possess the following knowledge, skills, and abilities:

  • Knowledge of systems engineering as applied to defense and intelligence architectures, to include Cloud computing, SaaS and HR ideal

  • Significant expertise supporting DoD and Intelligence programs

  • Demonstrated understanding of program management, service delivery and execution

  • Strong understanding of incident and problem management

  • Demonstrated capability and success working in team environments

  • Detail-oriented with strong organizational skills

  • Proactive problem solver with a focus on continuous improvement

  • Ability to thrive in a fast-paced, dynamic environment.

  • Strong oral and written communications to support interaction with government, SETA, external stakeholders, and across matrixed team at all levels on significant technical matters often requiring coordination between all organizations within a high-tempo environment

  • Good working knowledge of MS Office applications

  • Microsoft Project experience a plus

  • Demonstrated experience in planning and leading Systems Engineering efforts

Required Credentials and Experience:

  • Bachelor’s Degree in in engineering, computer science, or related discipline and 14+ years of relevant experience

Desired Certifications:

· PMP

· ITIL

· Agile

Security Clearance:

· Must possess or be able to obtain and maintain a TS/SCI security clearance with Polygraph

Range and benefit information provided in this posting are specific to the stated locations only

US: Hiring Range: from $88,500 to $199,500 per annum. May be eligible for bonus and equity.

Oracle maintains broad salary ranges for its roles in order to account for variations in knowledge, skills, experience, market conditions and locations, as well as reflect Oracle’s differing products, industries and lines of business.

Candidates are typically placed into the range based on the preceding factors as well as internal peer equity.
