DCCA is looking to staff an experienced Program Integrator position to support a new, prime contract for a Government program that delivers important technical solutions and products using emerging technologies for processing significantly large amounts of data. Program technical areas include commercial cloud technologies, high performance computing, and enterprise architecture. The program is tactically important to the national security of the United States and the work on these missions are frequently recognized for their results. Our teams are always looking for the best talent who want to contribute exceptional support to our customer’s unique and mission-critical work. This is a growing, high-profile program. Current, active TS/SCI clearance with poly required.

DCCA’s Program team is searching for a skilled and experienced Program Integrator to be a part of our team. The Program Integrator shall assist PEO leadership and individual Program Managers in establishing and maintaining the acquisition baselines for programs through the monitoring and reporting on the overall health of programs, initiatives, and/or a portfolio. They will also perform holistic analysis to minimize cost and implementation risks while verifying initiatives are budgeted effectively and delivered in a timely manner.

REQUIRED SKILLS/TASKS:

· The ideal candidate will possess demonstrated experience performing tasks related to one or more of the following areas:

o Track that programs establish and execute the optimum mix of cost, schedule, performance, and system supportability throughout the life cycle (design, development, testing and evaluation, production, and disposition) of the programs.

o Assist programs in the development of actionable requirement packages and monitor delivery/performance of program-level requirements. Monitor and report on the process to ensure all Programs are working validated and approved requirements across multiple fiscal years as directed by the appropriate Milestone Decision Authority (MDA).

o Assist program managers in developing program documentation such as Program Management Plans (PMPs), Program Acquisition Strategies (PAS), Operational Capability Statement (OCS), T&E Master Plan (TEMP), Risk Management Plans, and program schedules.

o Prepare and support delivery of presentations to assist with program and initiative status reviews such as Program Management Review (PMR), Quarterly Program Review (QPR), and Acquisition Review Board (ARB).

o Assist PEO and Portfolio level leadership with strategic resource planning and tracking.

o Provide assistance in analyzing, tracking, and reporting program unfunded requirements in accordance with PEO policies and processes.

o Perform cross-program analysis to assist in responding to Investment Portfolio (IP) actions.

o Review and assist in providing justification statements and figures for CBJB and CJB.

o Assist in providing Standardized Guidance in the PPB&E Process.

o Ensure attainable, impactful, and measurable goals and objectives established for each program in order to measure successful IPBS Narratives as stated via the annual budget submission.

o Provide financial and summary reports on the program elements at the program level and assist with the allocation and tracking of resources; recommend funding adjustments as appropriate (contract staffing, facilities, and budgets).

o Perform data analysis using MS Excel with pivot tables, slicers, and pivot charts to present data clearly and effectively.

o Assist program managers in tracking the development of program documentation (TTOs, Statements of Work (SOWs), Program Management Plans (PMPs), Risk Management Plans, program schedules, Technical CICA memorandums, and Acquisition Strategies), creation of program schedules, tracking program status, evaluating operational and technical alternatives, performing risk assessment and managing integrated product teams.

DESIRED SKILLS:

· Strong written and verbal skills to support documentation and customer interface.

· Must be very detail oriented.

· Must have exceptional customer relationship skills.

· Possess well-developed interpersonal, writing, and oral skills to effectively communicate at all levels; consistently exercise tact, discretion, diplomacy, and elicit team synergy is preferred.

· Intermediate proficiency with MS Excel is preferred to include demonstrated use of pivot tables, slicers, and pivot charts.

· Trained in the Lean Six Sigma Program is a bonus.

EDUCATION/EXPERIENCE:

· A Bachelor’s Degree with a business focus or technical focus , plus fifteen (15) years of demonstrated combined experience in DoD program management, contract management, and/or financial management.

· In lieu of a degree, Project Management Institute PMP certification, Contract Manager CPCM certification, or DAWIA Level III in any focus area, and an additional three (3) years of directly related experience for a total of eighteen (18) years may be substituted.

· In lieu of certification, an additional two (2) years of directly related experience for a total of twenty (20) years may be substituted. Possess well-developed interpersonal, writing, and oral skills to effectively communicate at all levels; consistently exercise tact, discretion, diplomacy, and elicit team synergy is preferred. Intermediate proficiency with MS Excel is preferred to include demonstrated use of pivot tables, slicers, and pivot charts. Trained in the Lean Six Sigma Program is a bonus.
