Air National Guard MANAGEMENT AND PROGRAM ANALYST in Andrews AFB, Maryland

The primary purpose of this position is: To serve as the senior Air National Guard Command and Control (C2) Systems Program Manager for the Space and Operations (A3) Directorate, with responsibility for all ANG C2 system and integration requirements. Responsibilities Serves as the senior Air National Guard Manager for C2 Integration Plans and Strategies concerning all issues related to the ANG/A3 Command and Control (C2) Systems full spectrum of C2ISR missions and systems. Incumbent serves as Program Element Monitor (PEM) for program elements encompassing all ANG C3 assets. Conducts annual reviews and validates all ANG C2 Command and Control systems analysts. Develops analytical processes that permit the proper planning necessary to meet the critical ANG C2 systems and integration requirements. Performs Budget Formulation. Prepares and presents high-level briefings of conclusions, many being highly subjective and not readily susceptible to verification until actual implementation/execution/operational situations are encountered. Represents the organization in a variety of functional area organizations, conferences, and meetings. Requirements Conditions of Employment Qualifications Conditions of Employment Continued: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Category II /Type 5 (Code O) In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions- Management and Program Analysis (0343). SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-12 (or higher) grade level or equivalent pay systems (may have been obtained in the federal service, military, or public sector). My experience includes mastery of advanced management and organizational principles and practices with in-depth knowledge of a wide variety range of Command and Control, goals, resources, objectives, organizations, functions, and sources pertinent to C2 weapons systems supporting Command and Control, Intelligence, Surveillance and Reconnaissance (C2ISR) operations. Mastery of advanced management and organizational principles and practices along with an in-depth and comprehensive knowledge of strategic planning, programming, and budgeting regulations, guidelines and critical business processes of the AF, MAJCOMs and ANG. Expert in the Development, staffing and execution management of multi-million-dollar budgets within the DoD system to include O&M, 3080, and Workdays funds. Incumbent must possess a working knowledge of applicable laws, policies, regulations, and precedents impacting budget development and execution. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the full spectrum of C2 weapons systems to include operational capabilities, missions, deliberate and contingency plans, and interoperability roadmaps and architectures. Knowledge of the Department of Defense Strategy, Planning, Programming, Budgeting and Execution (SPPBE) process and policy, procedures, and schedules for developing and incorporating Air National Guard programs into Air Force's Program Objectives Memoranda (POM) and Financial Plans in support of major war, mobilization, and other contingency and operational plans as well as methods for developing budget forecasts, cost projections, financial exhibits, unfunded requirements justifications, POM narratives, offsets and disconnects, reclamas, and issue papers. Knowledge of military service program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. Knowledge of the relationship of the various military entities involved in overall planning and execution of military operations and evaluations and the methods in which the SPPBE process supports them. Skill in the application of a wide range of both quantitative and qualitative methods and techniques for the assessment and improvement of assigned program effectiveness and mission readiness. Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of command level plans and programs for conducting major operations such as Command and Control, Global Integra- tion, Intelligence, Surveillance & Reconnaissance (C2/GIISR) and associated mission and flight operations. Skill in conducting meetings with military and civilian personnel to resolve problem areas. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making. Ability to analyze, evaluate, defend and make recommendations on major aspects of a project such as what system interrelationships must be considered, life cycle costs, training requirements. etc. Ability to skillfully plan, organize, and direct team study work and to negotiate effectively with management to accept and implement recommendation; Ability to establish and maintain effective interpersonal relationships and to communicate effectively, both orally and in writing, to gain cooperation from others through tact, courtesy, and diplomacy; Ability to prepare, access, and locate information through the use of a personal computer and software programs. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
