Public Buildings Service Supervisory Project Manager in Anchorage, Alaska

Summary As a Supervisory Project Manager, you will manage leasing, design, construction and alteration projects involving large and complex special purpose buildings. Location of position: GSA, Public Buildings Service, Northwest/Arctic Region, Design and Construction Division in Anchorage, AK. We are currently filling one vacancy, but additional vacancies may be filled as needed. Responsibilities Overall program management for the team’s projects including business management from the preliminary planning stage through design, construction, commissioning, and building occupancy stages. Assignments encompass broad managerial responsibilities such as planning, scoping, estimating, preparing specifications, organizing, controlling, coordinating, reviewing, and approving design, construction and related work. Prepares and/or reviews cost estimates, specifications, drawings for construction and alteration projects which may include, but are not limited to; Initial Space Alterations (ISA) for tenantagencies, new lease acquisitions, roof repairs, mechanical systems modifications, removal of asbestos and other hazardous materials, maintenance and repair of roads and parking lots, structural repairs, and replacement of major building components across all construction disciplines. Monitors project reviews, readjusting funds, schedules, and work for completing project, responsible for keeping project on budget and on schedule. Resolves complex problems or conflicts impeding progress, ensuring that contractor and agency staffs work effectively toward timely completion of projects. Assists the Contracting Officer in the preparation of statements of work, determinations and findings and solicitation documents. Oversees detailed analyses of all elements of cost in contractor proposals and recommends competitive range determinations to the Contracting Officer. In conjunction with the Contracting Officer conducts prebidding conferences with prospective bidders to inform them of contract provisions and relative responsibilities of A/E's developers, and/or Lessor, and the Government. In conjunction with the Contracting Officer serves as lead negotiator for assigned projects. Plans the negotiation strategy and coordinates strategy with assigned organization procurement personnel and conducts negotiations with contractors to develop the contract prices and terms. Ensures the organization's strategic plan, mission, vision and values are understood by the team and integrated into the team's strategies, goals, objectives, work plans, and work products and services. Articulates and communicates to the team, the assignment, project, problem to be solved, actionable events, milestones, and/or program issues under review, and deadlines and timeframes for completion. Coaches the team in the selection and application of appropriate problem-solving methods and techniques, provides advice on work methods, practices and procedures, and assists team members in identifying the parameters of a viable solution. Incumbent reviews and interprets contract specifications for all phases of the project. Inform contractors of requirements concerning scheduling, progress reporting, payment requests, safety measures, wage and hour law observance, and payroll records. Generates necessary statements of work, designs, drawings and specifications to resolve discrepancies and problems. Provides quality assurance and inspections during project. Assures project as-built record drawings are submitted to the Regional CIFM Team for incorporation into the CAD library. Responsible for the coordination and disposition of project documentation at project close-out. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected. To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. Qualifying specialized experience is defined as: experience that demonstrates the ability to perform project management on large and highly complex commercial construction and/or large and complex commercial building repair and alteration projects; knowledge of resource allocation models required to develop cost and personnel budgets; knowledge of procurement practices and techniques; ability to accomplish work through others as a senior member of a project team; skill in negotiation techniques to conduct contract negotiations with high level business, industry and/or Government officials; and knowledge of contract administration and closeout.
