Summary:

Provide overall program management for large clients, groups of clients, contracts, or offices. Program management will include business development and the profitable delivery of quality services within the program. Personal initiative and critical thinking skills will be essential to complete job duties with minimal guidance. Assignments are deadline-driven, so candidates must be able to set priorities, take ownership of program goals, work efficiently, and provide a consistent level of high quality in a high-pressure environment. The ideal candidate will be able to demonstrate innovation, excellent communication skills, and a high level of customer service.

The salary range for this position is $93,089/year-$169,606/year, please note this is a tiered position.

Essential Duties and Responsibilities: (including but not limited to)

  • Develop an overall program roadmap to guide planning at the client, contract, and/or office levels.
  • Review and approve detailed project/component-level plans.
  • Develop and define acceptance criteria for all program/project phases/key deliverables.
  • Ensure the program stays aligned with the strategic goals and delivers the planned/stated benefits.
  • Close monitoring of critical milestones and deliverables.
  • Develop a program organization structure that ensures alignment of all program components toward collaborative execution and clearly defines the roles and responsibilities of the program team.
  • Collaborate with various groups within Ahtna and multiple client organizations.
  • Identification analysis of all program risks and preparation for a risk response plan.
  • Proactive communication of risks to concerned stakeholders.
  • Identify and ensure the resolution of all program-level issues.
  • Manage all communications between internal stakeholders, clients, and third parties.
  • Ensure preparation of various status and progress reports with metrics for various stakeholders.
  • Align all the program components and groups to ensure program success.
  • Create a high-performance team environment where diversity is valued, and people are treated with respect and dignity.
  • Mentor project managers and junior staff.
  • Ensure compliance with all quality, regulatory, and security processes.
  • Provides direct support by generating leads and providing technical support for proposal development.
  • Desire and drive to develop and grow an expanding environmental services portfolio.
  • Preparing and reviewing proposals per RFP and bid documents, including estimating and bid reviews.
  • Authoring and/or reviewing contract deliverables including, but not limited to, work plans, safety plans, sampling and analysis plans, and reports.
  • Support field staff as necessary.
  • Apply innovative and effective management techniques to maximize employee performance.
  • Other duties as assigned by management.

Level Specific Responsibilities: (may include but not limited to)

Level - I

  • Provide operational assistance to directors, including staff supervision, recruiting, technical development, and business development planning
  • Manage business development for a smaller client and/or by identifying opportunities and leading proposal efforts to new secure work
  • Manage delivery of services for client and/or contract by coordinating labor and adhering to client/contract expectations and requirements
  • Manage revenue and profit for the program towards annual targets
  • Technical and Business Development Mentoring

Level - II

  • Provide operational assistance to directors, including staff supervision, recruiting, technical development, and business development planning
  • Manage business development for a medium-sized client/contract, multiple smaller clients/contracts, and/or offices by identifying opportunities and leading p oposal efforts to new secure work
  • Manage delivery of services for client(s), contract(s), and/or offices by coordinating labor adhering to client/contract expectations and requirements
  • Manage revenue and profit for the program towards annual targets
  • Technical and Business Development Mentoring

Level - Senior

  • Provide operational assistance to directors, including staff supervision, recruiting, technical development, and business development planning
  • Manage business development for a medium-sized client/contract, multiple smaller clients/contracts, and/or offices by identifying opportunities and leading proposal efforts to new secure work
  • Manage delivery of services for client(s), contract(s), and/or offices by coordinating labor adhering to client/contract expectations and requirements
  • Manage revenue and profit for the program towards annual targets
  • Technical and Business Development Mentoring

Minimum Qualifications

All levels:

  • Bachelor's Degree in Engineering or Physical/Environmental Sciences
  • Valid Driver's License with clean driving record, able to drive company vehicle
  • Experience with Federal and State contracting
  • Knowledge of FAR's
  • EM 385 and other agency HSE materials
  • Experience in CPM scheduling
  • Budgeting experience at both the project and program levels
  • Experience with planning and executing short- and long-term staffing requirements
  • Ability to travel
  • Experience with drafting and reviewing proposals
  • Experience with trend analysis for market research
  • Ability to pass background checks by various Federal Agencies (e.g., DOD, DHS, FAA, etc.) to obtain security access badges
  • Thorough understanding of corporate and industry practices, processes, standards, etc., and their impact on project activities
  • Strong knowledge of Microsoft Office Suite, including Word, Excel, PowerPoint, and Outlook
  • Adept at explaining technical aspects of fieldwork to internal and external clients verbally and in writing

Level - I

  • Three (3) to five (5) years of project management experience, including zero (0) to three (3) years of direct program management experience. Specialized training, professional registration/certification, and/or advanced degrees may be substituted for work experience.
  • Three (3) years of prior experience managing staff
  • Three (3) years of prior experience with regulatory review and knowledge
  • One (1) year of prior experience managing program financial performance, including profit/loss, GandA, and monthly cost to complete

Level - II

Five (5) to seven (7) years of project management experience, including three (3) to five (5) years of direct program management experience. Specialized training, professional registration/certification, and/or advanced degrees may be substituted for work experience.
