L3Harris Senior Specialist Subcontracts in Anaheim, California
L3Harris is seeking a Sr. Specialist Subcontracts as it continues to develop and establish a foothold in the rapidly growing market space for Maritime Integration. The Subcontract Specialist is an integral member of the cross-functional team, responsible for supporting Subcontract acquisition activities from the proposal stage through Program award and execution. The acquisition value stream includes requirements definition, sourcing, negotiation and definitization, acceptance and subcontract close-out.
Essential Functions:
Responsible for all aspects of the Subcontract acquisition process from proposal stage through Program award and execution, to include: requirements definition, generation of Statements of Work, generation of Requests for Proposals, proposal evaluations, source selections, negotiations and definitization, file documentation, ensuring compliance to all internal and Government FAR/DFAR/DPAS/CPSR Procurement Regulations, change management, invoice approvals, dispute resolution and subcontract close-out.
Manage Subcontractor cost, schedule and technical performance, and ensure that L3Harris and Customer objectives are achieved, including on-time delivery, exceptional quality, and affordability.
Establish major contractual milestones, such as preliminary and critical reviews and other schedule goals, to include initiating corrective action measures when necessary.
Apply ingenuity and innovation to develop solutions to complex subcontract problems, identify areas for performance improvement, and cost reduction.
Develop and maintain collaborative working relationships with cross-functional partners. (i.e. Contracts, Program Management, Engineering, etc.) and all assigned suppliers.
Provide timely and accurate subcontract status to L3Harris Management.
Effectively plan L3Harris Furnished Material (L3HFM) requirements, execute supplier evaluation and selection, place subcontracts for materials, services, and equipment, and ensure appropriate conduct of supplier relations resulting in successful support of business objectives.
Draft and negotiate contract vehicles including Subcontracts, Letter Subcontracts, and non-disclosure agreements, with minimal oversight.
Advance the Subcontracts Team’s involvement in business activities - participate as a business advocate, evaluate, and propose real-time solutions.
Communicate with contacts inside and outside of own department to explain and interpret operational processes, practices, and procedures.
Works proactively and directly with Contracts function to identify risks and opportunities.
Support Small Business Initiatives.
Follow strategic direction set by Program and functional leadership.
Ensure budget, sales forecast, and EVMS performance is met.
Domestic travel may be required up to 20% of the time, mostly via air.
May perform other duties as assigned, including surge support related to general procurement purchase orders.
Qualifications:
Bachelor’s Degree and minimum 6 years of prior relevant experience. Graduate Degree and a minimum of 4 years of prior related experience. In lieu of a degree, minimum of 10 years of prior related experience.
Prior Contracts or Subcontracts experience in a Defense Prime environment.
Experience writing, issuing and negotiating RFPs, NDAs, and subcontracts.
Attention to detail with strong organizational skills.
Proactive negotiator who can focus on “win-win” outcomes.
Strong and accurate communicator – both written and verbal.
Motivated self-starter who is well versed in the Subcontracts Process Flow.
Capable of successfully navigating tactical issues with a a medium degree of autonomy.
Experience communicating effectively with a wide array of professional levels and functions.
Experience generating spending plans, sales/payment forecasts, and variance reports
Experience managing program budgets and explaining variances in monthly performance.
Experience with FAR/DFARS regulations and internal procedures for compliance.
Preferred Additional Skills:
Experience in managing various types of complex subcontracts, including hardware, software, services, and production subcontracts.
Lean/Six Sigma understanding and experience.
Experience working in a matrixed organization.
Secret clearance preferred, but not required.
Proficient in Microsoft Suite of Products.
In compliance with pay transparency requirements, the salary range for this role is $84.500-157,500. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
