Colonial Pipeline is the largest refined products pipeline in the United States, transporting more than 100 million gallons or 2.5 million barrels per day. Colonial transports various grades of gasoline, diesel fuel, home heating oil, jet fuel, and fuels for the U.S. military through a pipeline system. Colonial transports approximately 45 percent of all fuel consumed on the East Coast, providing refined products to more than 50 million Americans.

About the Senior Strategic Vendor Manager (Technology) Position

As a Senior Strategic Vendor Manager, you will use your technical expertise to drive the Technology vendor strategy for the organization in partnership with Procurement. This includes working with the Technology Architecture team to identify strategic technology providers, support complex technology contract negotiations and vendor relationships, serve as the escalation point for vendors not meeting expectations, support the periodic vendor review process, and ensure vendor compliance with negotiated contract stipulations. The Senior Strategic Vendor Manager will also define Key Performance Indicators to measure vendor performance, provide vendor spend and quality reporting and assist with rationalizing the Technology vendor landscape.

What You Get to Do:

  • Partner with Procurement on negotiations with Technology vendors for large complex transactions with spending exceeding $1M and contracts exceeding 2 years in duration.

  • Assess Vendor portfolio to determine if we have the right vendors, and right mix of vendors.

  • Identify contract parameters that may require renegotiation and/or restructuring.

  • Leverage market intelligence and value analytics to ensure Colonial partners with the best vendors for our business needs.

  • Monitor and report on Technology vendor spending to the Technology Leadershipand the Colonial Leadership Team (CLT).

  • Provide ongoing vendor performance metrics, in partnership with Procurement, with Technology Leadership team and the CLT to ensure quality delivery.

  • Partner with vendors to identify ideas for innovation.

  • Develop Technology supplier segmentation and strategy in conjunction with Procurement.

  • Support the Architectural Review Board (ARB) and Technology Governance Council (TGC) processes by qualifying vendors based on risk, security posture and quality.

  • Develop a clearly defined strategic vendor review process to be executed on a periodic basis with identified vendors.

  • Develop and leverage performance metrics to identify opportunities for performance improvement.

  • Develop vendor and stakeholder feedback process to improve vendor relationships.

  • Develop processes to manage outsourced staff, including the rollout of the L2Source managed service for contractors and consultants.

  • Plan and monitor the Technology vendor budgeting process with Legal, the PMO (Project Management Office) and the Architecture Review Board.

  • Partner with Procurement to develop efficiencies in the Technology vendor sourcing process.

  • Partner with Procurement to identify and realize cost savings by consolidating. services and leveraging Colonial’s bargaining power across the Technology vendor portfolio.

  • Work with Procurement and the Technology lead on RFPs, RFI's and other competitive bids.

  • Work with Procurement, the Risk and Governance Manager, Legal and Security on high-risk vendor strategy.

  • Monitor and report on Technology vendor performance based on contractual terms and conditions. 

  • Coordinate the resolution of gaps in vendor performance that will have a significant financial impact for Colonial or negatively impact the performance of the Technology function. 

  • Direct and manage product and service contracts from beginning to end including enforcement of all contract stipulations. 

  • Develop, establish, implement, and enforce supplier and outsourcer guidelines, obligations, and service level agreements with the organization. 

  • Monitor contract performance for compliance with organizational needs and requirements, including follow-up checks for corrective action. 

  • Administer contract change management and contract closure. 

  • Establish and maintain regular written and in-person communications regarding contract activities with the organization’s executives, department heads, and end users.

  • Effectively communicate contract strategies to team members and stakeholders in a timely and clear fashion. 

What You Bring to the Table:

  • Bachelor’s Degree information technology, computer science, business administration, or in a related field of study from an accredited college or university; will consider a combination of experience and/or education.

  • Ideally, 10+ years of direct work experience in a Technology organization.

  • Experience with data, analytics, and ability to prepare financial models and forecasts of global technology usage using excel and other tools.

  • Superior data visualization skills and PowerPoint, with an ability to identify the crucial operational or financial metrics, or Key Performance Indicators, (KPIs) and provide meaningful reports to various internal and external stakeholders.

  • Experience in defining/improving business processes.

  • Supply Chain acumen - Fundamental understanding of how supply, demand, and effective management of a supply chain can minimize costs, optimize sourcing strategies, maximize existing assets, and improve customer satisfaction while delivering procurement execution support in a timely manner.

  • Formidable budget management experience.

  • Successful track record of project management and reporting, and successful interdepartmental coordination.

  • Experience supporting vendor negotiation processes.
