Summary This Vacancy Announcement has been Extended This position is in the Department of Defense Office of the Inspector General (DoD OIG), Office of the Deputy Inspector General for Evaluations. The Assistant Inspector General for Personnel and Health Affairs conducts and coordinates DoD OIG oversight and reporting concerning personnel and health affairs, including diversity and inclusion and the prevention of and response to supremacist, extremist, and criminal gang activity in the Armed Forces. Responsibilities Serves as the principal advisor on personnel and health affairs, in matters affecting diversity and inclusion in the DoD, and the prevention and response to supremacist, extremist, and criminal gang activity in the Armed Forces. Directs multi-discipline teams to perform a wide range of evaluations of DoD components, activities, and programs to bring greater efficiency, improved management, and program effectiveness. Provides senior executive leadership to the Personnel and Health Affairs directorate and serves as a member of the DoD OIG senior leadership team. Ensures oversight in areas of responsibility including personnel and health affairs, diversity and inclusion within the DoD and the prevention of and response to supremacist, extremist, and criminal gang activity in the Armed Forces. Prepares and submits semiannual reports to the IG and Congress summarizing the activities of the AIG for Personnel and Health Affairs in the two fiscal quarters preceding the date of the report. Prepares and submits, through the IG and the Secretary of Defense, reports to Congress presenting findings and recommendations regarding the effects of policies, programs, systems, and processes. Ensures that evaluations comply with Quality Standards for Inspection and Evaluation (Blue Book) issued by the Council of the Inspectors General on Integrity and Efficiency (CIGIE). Evaluates recommendations, reviews, and approves draft and final evaluation reports prior to their processing for issue. Reviews and approves reports for release as authorized by the Deputy Inspector General for Evaluations. Establishes and maintains relationships with Defense agencies, Military Departments, Combatant Commands, and other Federal entities to maintain awareness of matters that may impact areas of oversight. Ensures employees and applicants for employment receive fair and equitable treatment consistent with Federal merit system principles of 5 U.S.C. 2301(b)(2). Ensures the prevention, detection and elimination of reprisals against employees who make legally protected disclosures Requirements Conditions of Employment Qualifications Qualifications include both leadership skills and characteristics that are applicable to all SES positions and technical or program responsibilities specific to the position. Eligibility for this position will be based upon a clear showing that the applicant has had experience of the scope and quality sufficient to effectively carry out the responsibilities of this position. The best qualified candidates will be distinguished from other applicants by an evaluation panel of subject matter experts referencing the blow listed Executive Core Qualifications (ECQs) and mandatory technical qualifications (MTQs). All factors are mandatory unless stated otherwise. These factors are required, and must be addressed for the incumbent to perform the duties of the position. The mandatory technical qualifications must be met to be rated eligible for the position. This position has been evaluated to be a Tier B position under the DoD OIG SES Personnel Management and Compensation System. MANDATORY TECHNICAL QUALIFICATIONS (MTQs): The applicant is to provide a separate narrative statement to each of the following technical qualifications which describes fully, but concisely, how his/her experience supports each of the following qualifications. Each mandatory technical qualification narrative should not exceed 2 pages. Failure to address these specific qualifications in a separate narrative statement will eliminate you from consideration: 1. Mastery knowledge of applying managerial analysis techniques to design, plan, execute, and oversee complex oversight projects in accordance with CIGIE standards. 2. Expert ability to effectively communicate at the senior executive level, orally and in writing, concerning complex issues; to maintain good working relationships; and to horizontally coordinate and integrate planning, analysis, and reporting across several major organizations. EXECUTIVE CORE QUALIFICATIONS (ECQs): The ECQs describe the leadership skills needed to succeed in the Senior Executive Service, and are in addition to the specific technical factors listed above. To assess the executive experience of each candidate, applicants who are applying for their initial career appointment in the SES must demonstrate, with specific examples, how their experience is relevant to exercising leadership in each of the five competencies. Current or former SES Career employees are not required to address the ECQs (SES Career employees include only those appointed under Title 5 U.S.C. 3393). A concise executive summary must show where and when the qualifications were obtained, the organizational setting in which the experience was acquired, (e.g. organizational size, level, and assigned fiscal resources), and a narrative discussion of the qualifications. The ECQs must not exceed 10 pages. 1. LEADING CHANGE. The ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment. 2. LEADING PEOPLE. The ability to lead people toward meeting the organization's vision, mission and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts. 3. RESULTS DRIVEN. The ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. 4. BUSINESS ACUMEN. The ability to manage human, financial, and information resources strategically. 5. BUILDING COALITIONS/COMMUNICATION. The ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. These ECQs must be addressed in a separate narrative statement. Additional Information Actual salary may vary depending on the scope and the complexity of the qualifications and current compensation of the selectee. PCS/Relocation expenses, if authorized, will be in accordance with Joint Travel Regulations. Veterans' preference does not apply to the SES.
