Natural Resources Conservation Service Soil Conservationist (State Program Specialist EQIP) in Alexandria, Louisiana

Summary The incumbent provides guidance to effectively implement the various programs of NRCS throughout the state. Specific duties are coordinating, supporting and carrying out Farm Bill conservation programs; program policy interpretation, assisting in the development and delivery of program guidance to staff; technical assistance related to development of conservation activities for covered programs; and any other responsibilities as assigned to assist the functions of the state Programs staff. Responsibilities Manages ranking and payment rate development. Performs analysis of Farm Bill program data to monitor progress and ensure contract management goals are met. Conducts quality assurance reviews for compliance to program policies and procedures and report findings. Provides leadership in developing, updating, and improving statewide conservation policies through interpreting national policies related to Farm Bill program coordination, mostly with the Regional Conservation Partnership Program (RCPP). Keeps abreast of national policies, bulletins and instructions affecting implementation of Farm Bill programs. Summarizes and incorporates data into bulletins, manuals, and policy updates for area and field office use. Provides advice on program requirements and administration. Provides guidance and conducts group and individual training to area and field office staffs on current policies and procedures related to conservation program implementation. Works within a team concept to develop and implement ways to improve the efficiency, effectiveness, and quality of the products and/or services provided to internal and external customers. Requirements Conditions of Employment Qualifications Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: (e.g. one year at the GS-11 grade level for consideration for the GS-12 grade level). Basic Education Requirement: Degree: Soil conservation or related agricultural or natural resource discipline such as agronomy, soil science, forestry, agricultural education, or agricultural engineering. The study must have included 30 semester hours in a natural resource or agricultural field, including at least 12 semester hours in a combination of soils and crops or plant science. Of the 12 semester hours, a minimum of 3 semester hours must have been in soils and 3 semester hours in crops or plant science; OR Combination of Education and Experience: At least 30 semester hours in one or more of the disciplines as shown above, including at least 12 semester hours in a combination of soils and crops or plant science, plus appropriate experience or additional education comparable to a 4 year degree. Of the 12 semester hours, a minimum of 3 semester hours must have been in soils and 3 semester hours in crops or plant science. In addition to meeting one of the Basic Requirements listed above, applicants must meet the following Minimum Qualifications Requirement in order to be considered: Specialized Experience to qualify for GS-12 level: You must possess at least one year of specialized experience equivalent to the GS-11 level or higher in the Federal service, or comparable experience not gained through federal service. This experience must include knowledge of the principles and theories of soil and water conservation and related sciences such as biology, agronomy, and forestry, in identifying conservation related problems. Examples of specialized experience include: Preparing complex conservation or resource management plans and providing financial or implementation assistance Clearly explaining and implementing conservation programs, funding eligibility, funding procedures and contract management according to issued guidance, policies and procedures Implementing and/or managing natural resources programs and practices which involve exercising initiative and resourcefulness Note: There is no education substitution for the GS-12 level. However, promotion is neither implied nor guaranteed. Physical Demands: The work is most often sedentary in nature. Some physical exertion is needed when making area and field office visits. Work Environment: The work is performed in a typical office setting. However, some amount of the work is away from the worksite when traveling for area and field office visits. Some overnight travel is expected.
