About this Position:

The overall function of this position is to be the DOTD engineer manager for Sabine & Vernon Parishes with primary responsibility for organizing, planning, scheduling, executing and coordinating construction contracts for roads, bridges, airports, and public works projects; and maintenance activities on roads bridges, and other structures within the state system domiciled within an assigned area, usually a multi-parish area but may be limited to one parish, based upon characteristics/demographics of the area [i.e., urbanized area,

% of interstate/State highway miles, traffic counts, etc.] This position is located in District 08, Unit 001, of the Department of Transportation and Development. Supervises a staff of 1 Project Engineers [Engineer 6] and 1 Parish Maintenance Specialist [2 direct reports] with a total of 50 direct/indirect reports. The position reports directly to the District Administrator [Engineer 9] must be self-motivated and be able to perform duties many times with or without minimal supervision and also be able to interpret unforeseen conditions as they may arise. The position will participate in appropriate DOTD structured training programs as appropriate and attend all continuing education classes and conferences deemed necessary to facilitate the performance of required tasks.

This position may be filled as either a probational appointment (open to all qualified applicants); a promotion (open to all statewide classified and Agency-wide permanent status employees); or by detail to special duty.

Minimum Qualifications

MINIMUM QUALIFICATIONS:

Possession of a current Louisiana license to practice professional engineering and one of the following:

  1. Three years of licensed engineering experience.

  2. Seven years of professional engineering experience.

    SUBSTITUTIONS:

    A master's degree in engineering will substitute for one year of the required experience.

    A Ph.D. in engineering will substitute for two years of the required experience.

    Advanced degrees will substitute for a maximum of two years of required experience.

    NOTE:

    Engineering experience gained while licensed as a professional engineer will be accepted as licensed engineering experience.

    Engineering experience gained after earning an ABET-accredited degree and prior to earning a professional engineer’s license (e.g., as an engineer intern applicant, engineer intern, or equivalent) will be accepted as professional level engineering experience.

    NOTE:

    Applications will be accepted from persons licensed to practice professional engineering in states other than Louisiana. If one of those applicants is selected for the position, he/she will be required to obtain a Louisiana license prior to appointment. The hiring agency will verify that all licensing requirements are met.

Job Concepts

FUNCTION OF WORK:

To manage a major engineering function for a state agency.

LEVEL OF WORK:

Manager.

SUPERVISION RECEIVED:

Broad from an Engineer 8 or higher. Other reporting relationships may be approved by SCS.

SUPERVISION EXERCISED:

Subordinate staff typically consists of Engineers 6 and other lower-level Engineers. Alternative reporting relationships may be approved by SCS.

LOCATION OF WORK:

May be used by all state agencies.

JOB DISTINCTIONS:

Differs from Engineer 6 by the presence of second-line supervision over professional engineers. Exceptions to this distinction may be approved by SCS based on program scope and/or complexity.

Differs from Engineer 8 by the absence of responsibility for directing large-scale engineering projects or programs for a state agency.

Examples of Work

30% Supervises a staff of 1 Project Engineer [Engineer 6] and 1 Engineer Technician 7 [2 direct reports] with a total of 48 direct/indirect reports, with combined forces, is responsible for the following district functions:

Maintenance Functions - planning and budgeting work with maintenance supervisors to ensure infrastructure maintained in good working condition; has input in the development of the material and equipment budgets, road maintenance needs; mowing and litter contracts, maintenance contracts with municipalities, manages the Adopt-A­ Road program, ensures adherence to safety regulations, routine roadway inspection schedules, removal of illegal signs, collection of roadway condition information for highway needs, recommends projects for contract maintenance projects and preservation program of highways and bridges, etc. Exercise and implement District 08 Emergency Plan for natural disasters for areas of responsibility, and work in conjunction with ADA of Operations.

Construction Functions - construction project inspection, sampling and testing, contract administration; contractor compliance with plans/specifications; resolution of complex contract issues/problems/disputes; accountable for safety/quality of project and delivery on time/budget; approval of category 2 change orders; approval of project/contract expenditures. Ensure quality control and assurance in accordance with approved manuals.

20% Accountable for all maintenance and construction projects; provides input for selection and prioritization of projects for all funding categories; serves as a member of the district project selection team, and is responsible for championing for funding for operations in assigned area.

20% Serves as appointing authority for all employees under his/her jurisdiction; may additionally serve as final signatory authority on various business documents, such as payroll, purchasing, leave, travel, expenditures, Performance Planning Reviews and other personnel actions; ensures agency and district policies and procedures, including those related to safety, workforce development, etc., are followed.

15% Develops and maintains effective working relationships with federal, state, and local elected officials and governing bodies; effectively communicates with a diverse group of stakeholders and customers, including representatives of the Federal Highway Administration [FHWA], industry contractors and consultants, local media, and members of the general public.

Makes presentations to various local organizations as well as professional associations; schedules, plans and conducts meetings and/or corresponds in writing on area's programs and projects; attends pre-construction meetings, public hearings and/or other public meetings; answers interrogatories and requests for information pertaining to litigation; gives depositions, provides expert testimony and/or acts as an agency representative in legal proceedings involving the agency.

10% Develops and/or participates in the development of strategic plans, district goals and objectives, budget development/control/expenditures, performance indicators, long- and short-term planning efforts, evaluation of efficiency and effectiveness, measurement of results achieved, resource utilization, automation and other duties typically associated with financial and human resource management.

5% May be required to perform other duties as necessary including, but not limited to, emergency/disaster support services.
