SUMMARY:

Formulates and implements company policy and strategy on regulatory issues. Manages regulatory activities, staff, and communications related to the NMPRC and the FERC to meet High Level Objectives.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Develops regulatory strategies and ensures that they are executed in the multiple cases before the commissions; in hearings, workshops, negotiations, open meetings, and other relevant formal and informal public forums

  • Represents the Company in the execution of strategies in multiple and diverse settings

  • Provides direction, supervision, and coaching to departmental personnel to successfully carry out their job responsibilities and meet company business objectives

  • Leads and directs cross functional teams to ensure that complex issues are properly analyzed, presented to and approved by senior management, and properly reflected in case strategies and case filings

  • Builds and maintains effective relationships with the NMPRC, the FERC, other public agencies, and intervening parties involved in regulatory proceedings

  • Manages the regulatory activities and processes related to filings or regulatory case work before the NMPRC or FERC to ensure implementation of regulatory objectives

COMPETENCIES:

  • Thorough understanding of FERC and NMPRC regulatory processes, procedures, and rules

  • Broad understanding of the operation of electrical systems and the ability to develop regulatory strategies that meet the operational needs of the company

  • Ability to read, interpret, and prepare legal documents, reports, and filings that involve technical information

QUALIFICATIONS

MINIMUM EDUCATION AND/OR EXPERIENCE:

Bachelor’s degree in Engineering, Business, or Finance with a minimum of 10 years of related utility industry experience including 5 years of state and federal regulatory experience or equivalent combination of education and/or experience related to the discipline. 2 years of management experience required.

Master’s degree preferred.

SUPERVISORY RESPONSIBILITIES:

Directly supervises high level employees, including case managers. Incumbent has the authority to train, motivate, reward, and discipline employees.

COMMUNICATION SKILLS:

Strong communicator with the ability to persuade broad and diverse groups, including senior management, cross-functional operating groups, regulators, lawyers, and interveners

ANALYSIS AND PROBLEM-SOLVING ABILITY:

Ability to analyze complex and multifunctional operational issues and to formulate regulatory strategies and tactics to ensure regulatory results that are consistent with the Company’s HLOs. Ability to perform job functions with little or no direction. Strong communications skills and able to effectively represent and convey regulatory strategies to senior management, the NMPRC and FERC, and other parties in varied and stressful settings. Must be able to interpret complicated regulatory language.

DECISION MAKING:

Responsible for all tactical actions involved in implementing regulatory strategies and case management. Authorized to settle complex cases with diverse parties subject only to broad policy direction from the Regulatory VP. Senior management provides settlement authority, but the execution of settlements will often fall to this director. Cases can impact the Company from $1 million to several hundred million dollars.

PHYSICAL DEMANDS:

Ability to sit up to 2/3 of the time and to stand, walk, and stoop up to 1/3 of the time. Good vision and ability to adjust focus is required. Manual dexterity is required. Must occasionally lift and/or move up to 10 pounds.

WORK ENVIRONMENT:

Office environment. High stress levels due to nature of the cases, the involvement of adverse parties, the impact to the company of poor outcomes, and the significant caseload.

Given the financial nature of this position, this position has been defined as a position requiring a credit check. Prior to being hired, promoted, or transferred into the position, the candidate must successfully pass a credit background check.
