Commissioning Engineer I

Salary Grade: G08

Minimum Midpoint Maximum

$58,128 - $77,021 - $95,912

This position is covered by NERC-CIP cyber security standards. Prior to being hired, promoted or transferred into the position, the candidate must successfully pass a Personnel Risk Assessment, which includes identity verification and a criminal background check. Prior to being granted unescorted access to cyber secure areas, the candidate must attend cyber security training. Annual cyber security training is also required.

SUMMARY:

Under general supervision, organizes and coordinates all basic activities associated with the installation and commissioning of substation equipment, such as protection and control systems, transformers, circuit breakers, and all other similar equipment for which commissioning work is typically required.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Implements the use of appropriate barriers to prevent unnecessary outages while working in substations or on any type of energized equipment

Conducts site observations and prepares field reports on the status of projects and completion of projects with respect to compliance

Prepares punch list reports and determines corrective measures for on-site problems

Responds to RFIs when requested by PM Team

Reviews drawings and submittals

Supports PNM¿s safety culture and ensures safe working conditions

Monitors performance of contractors

Performs various administrative duties

Multi-tasks and effectively manages time in a dynamic environment while maintaining flexibility under changing demands

Meets critical due dates, including NERC compliance, while managing multiple priorities

Schedules and coordinates work to tight deadlines

Creates and carries out test procedures

Ensures that newly installed equipment works to its specification

Writes reports and complies test and commissioning records

Coordinates and oversees commissioning work performed by substation technicians, electricians, and contractors while serving as lead commissioning engineer for all testing and commissioning functions

COMPETENCIES:

In-depth understanding of protection and controls systems and substation equipment functional operation for transmission grid, distribution facilities, distributed generation, and large scale generation interconnections

Ability to resolve issues and to develop solutions quickly to emergency situations

In-depth knowledge and understanding of relevant state, Federal, industry, and company codes and standards related to construction, installation of and testing of substation equipment

Familiar with use and application of various test equipment and associated software systems

Maintains flexibility under changing demands

Meets critical due dates, including NERC compliance, while managing multiple priorities

Ability to manage projects on time and within budget

QUALIFICATIONS

MINIMUM EDUCATION AND/OR EXPERIENCE:

Bachelor¿s degree in Science, Technology, Engineering, or Math from an accredited college or university with one to two years of hands-on commissioning experience in an electrical utility, including one year of performing as lead commissioning engineer, or equivalent combination of education and/or experience related to the discipline.

CERTIFICATES, LICENSES, REGISTRATIONS:

Must possess a current, legally valid driver¿s license and meet the company¿s driving record requirements.

NETA test certification or equivalent is strongly recommended.

COMMUNICATION SKILLS:

Advanced verbal and written communication skills

Ability to read and comprehend complex instructions, correspondence, and memos

Ability to write complex correspondence

PHYSICAL DEMANDS:

Ability to work in a physically demanding environment. Good vision and ability to adjust focus is required. Manual dexterity is required. Must be able to lift and/or move up to 50 pounds.

WORK ENVIRONMENT:

Mix of office and field work environment, with frequent field visits to station and transmission locations involving equipment installation and testing. SUMMARY:

Under limited supervision, coordinates intermediate activities associated with the installation and commissioning of substation equipment such as protection and control systems, transformers, circuit breakers and all other similar equipment for which commissioning work is typically required.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Understands big picture issues and places those in perspective with both long-term goals and day-to-day work

Compiles and reviews written commissioning schedules and procedures for switching, energization, and isolation methods for testing and commissioning work

Liaises with project engineers, internal commissioning staff, and contractors

Coordinates and oversees commissioning work performed by substation technicians, electricians, and contractors while serving as lead commissioning specialist for all testing and commissioning functions

Investigates commissioning problems and diagnoses and repairs errors

Implements the use of appropriate barriers to prevent unnecessary outages while working in substations or on any type of energized equipment

Conducts site observation and prepares field reports on the status of the projects and completion of projects with respect to compliance

Ensures compliance with codes, rules and regulations, policies, and standards for all work completed, including meeting appropriate external requirements such as state and Federal agency requirements (NERC, FERC, WECC, etc)

Assists in engineering design reviews

Ensures commissioning and test procedures meet the requirements of ANSI/NETA ATS-2017 (Acceptance Testing Specifications) and ANSI/NETA ECS 2015 (Electrical Commissioning Specifications)
