Summary This position is located in the Diagnostic Imaging Service Department in the Raymond G. Murphy VAMC, Albuquerque, New Mexico VAHCS. The position demands a high level of administrative expertise across a broad spectrum to meet the needs of the administrative and clinical staff within the Health Care System. Incumbent will direct and perform all assigned administrative functions (administration, human resources management, budget and finance, management and program analysis. Responsibilities Provides for the overall administrative management for the organization. Applies new policies, advises on requirements, maintains administrative systems, and prepares administrative documents for the Imaging Service. Assumes the responsibility for the day to day Service operation, providing oversight and administration, identifying areas requiring attention and recommending a course of action to the Service Chief. Responsible for developing short and long-range plans, conducting systematic reviews, and assuring documentation and reporting of Imaging Services transactions, activities workload, orders management etc. Serves as the principal administrative advisor and coordinator for the numerous and varied programs within the Imaging Services Department. Incumbent leads and completes projects and provides data to be used by senior management and leadership for decision making and process improvement in the Imaging Services Department, as well as other services impacted by or have an impact on services provided by Imaging. Overseeing the full range of human resources requirements. Assists managers and staff in projecting staffing needs, reviewing, writing, or assisting with position descriptions and functional statements, developing job analysis, preparing performance plans and appraisals, processing training requests , and advising on disciplinary actions. Reviews, analyzes and interprets incoming requests, recommends appropriate action or suggests appropriate alternatives based on knowledge of internal operations, agency personnel policies, budgetary constraints and work priorities. Leads and completes projects and provides data to be used by senior management and leadership for decision making and process improvement in the Imaging Service Department. Provides advice and guidance on plans and proposals, interprets data, policy and regulations and presents controversial and critical observations, findings and recommendations for changes in program operations. Coordinates personnel management for the Imaging Services Department, reviewing and modifying the Organizational Chart and Strength Report as necessary. Performs the full range of supervisory duties over one subordinate Program Support Assistant. Manages procurement and contracting Research and ARS projects for the organization. Initiates and prepares contracts to secure adequate resources to facilitate operations to include determining appropriate costs, performing cost analysis, soliciting bids, writing sole source justifications, and communicating both orally and in writing with contractors. Prepares and reviews purchase order for supplies and non-expendable property such as equipment, to include personal computer hardware and software and other specialized equipment necessary to the effective functioning of the service. Works with managers to plan, formulate, and implement budget requirements which include contracts for radiopharmaceuticals, equipment inspections, and direct patient care. Prepares annual budget requests and must have knowledge in the development and managing of budgets. Examples of specialized experience would typically include, but are not limited to: Preparing and submitting requests for recruitment, promotion, reassignment, and disciplinary actions; Applying tools and techniques for gathering, analyzing and reporting data on administrative programs; Processing budget estimates and conducting budget analysis, OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.B., if related. You must have an combination of specialized experience and education beyond higher level graduate.
