Minimum Qualifications Permanent status as a Training Specialist 2 (Addictions), G-23, and interested in reassignment OR Reachable for permanent appointment from the current Civil Service eligible list for Training Specialist 2 (Addictions), G-23 OR be eligible for a NY HELPS appointment by meeting the following qualifications:Candidate must have a bachelor’s degree or higher in a human services field and three (3) years of experience developing and delivering addictions curricula in the addictions field. Substitutions: a Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.

Duties Description 1. Develops online, classroom based, and Training of Trainer (TOT) curricula as specified by the Unit/Bureau/OASAS priorities.2. Develops written materials, including trainee materials, trainer manuals, and communications. 3. Organizes and delivers classroom and distance learning addiction curricula produced by the Bureau or an outside contractor to include direct counselor/prevention practitioner training and TOTs. Upon return from training, follows post training procedures. 4. Assesses training evaluation data in refining and updating of training programs. 5. Utilizes review process to revise/refine training manuals. 6. Works with Education and Training Providers in the Certification Process 7. Provides technical assistance to other Units/Bureaus/Divisions of OASAS, Education and Training Providers and Train the Trainer candidates and Trainers.8. Supervises other employees as needed. 9. Leads and/or works on special training/workforce projects as directed.10. Develops new training initiatives, modifies existing programs based on an assessment of program needs.11. Evaluates effectiveness of trainings12. Serves as an organization’s consultant to internal programs.13. Oversees contract administration.14. Leads the planning, organization, and delivery of agency trainings. 15. Works closely with the Associate Director of training on all other duties as assigned.

Additional Comments This position will require approximately 25% travel throughout New York State; occasionally to areas that are not serviced by public transportation.This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. If a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. Candidates with no previous State service will begin at the hiring rate (starting rate of the salary range) listed above, plus any applicable Location Pay/Geographic Pay/Shift Pay differentials.Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
