Description of Duties:

Reporting to the Director, the Senior Research Security Administrator (Senior RSA) provides support to the University at Albany (UAlbany) and its research compliance and security mission. The Office of Regulatory and Research Compliance (ORRC) supports faculty, staff and students to conduct research with integrity, security and high ethical standards. The Senior RSA works with researchers and multiple University offices to ensure that researchers, the Research Foundation for SUNY and UAlbany are able to meet their regulatory, sponsor and policy obligations to share research broadly and safely.

The Senior RSA assists researchers in adhering to the many regulations and policies governing research security and is charged with ensuring that research activities are compliant with federal regulatory requirements for export controls, maligned foreign influence, and data security. This includes working with researchers to document and develop plans for the protection of controlled research data including but not limited to export controlled software and technical information, confidential commercial information, personal identifying information collected or obtained for research, and intellectual property necessary for research. The Senior RSA also advises researchers on disclosure requirements for external relationships. The incumbent will provide professional analytical and technical assistance to researchers so that they may carry out their work compliantly. The incumbent will review contract language for export control, foreign influence, boycott and data security concerns.

The Senior RSA supports the Director with export control management, risks assessments, disclosure management, and trainings for research security and foreign travel. The incumbent will support security reviews of visitors and visa applicants, international travel and international shipments. The incumbent will be the primary contact for researchers regarding research security, international collaborations.

Additionally, the Senior RSA, with the Director, will develop and implement education and outreach programs to reach researchers through myriad medium. The Senior will provide in-person and remote education through synchronous and asynchronous means that accommodate all learning styles.

The Senior RSA performs other duties as required to support the institution in its mission.

The incumbent must have demonstrated excellent verbal and written communication skills, as well as diplomacy, discretion, and professionalism; excellent organizational skills and ability to set appropriate priorities between multiple concurrent tasks. The incumbent must also be able to analyze and synthesize complex concepts and technical details and transfer them into written documents. The Senior RSA must be flexible and able to work independently as well as collegially within a team-oriented environment.

Job Requirements:

Minimum Qualifications:

  • A bachelor's degree from a college or university accredited by the U.S. Department of Education or an internationally recognized accrediting organization AND three years of full-time relevant professional experience (research administration, sponsored program administration, export compliance, foreign influence reviews, etc.)

  • Professional experience to include the interpretation, analysis, application, review or writing of regulations, laws or polices.

  • One or more years of direct experience in the following:

  • managing research ethics, business to business contracting, risk, conflicts of interests, export controls, or international affairs for an institution of higher education, government agency or an internationally operating entity; and

  • providing trainings to diverse groups of individuals with varying background knowledge through either in-person or online medium.

  • Demonstrate a general knowledge of research security, ethics and compliance concepts, such as standards of conduct, business ethics, best practices, hotline management, post monitoring protocols, disclosure management and managing non-compliance.

  • Demonstrate an ability to analyze and synthesize complex concepts and technical details and demonstrate transferring the concepts into written documents and presentations for individuals without prior experience with the concepts.

  • Demonstrate an ability to set appropriate priorities between multiple concurrent tasks, be self-directed, have proven ability to prioritize duties, and work collaboratively to meet multiple deadlines in a fast-paced environment.

  • Proficiency utilizing contemporary technologies and software to complete office work and present information.

Preferred Qualifications:

  • An advanced degree (e.g. PhD, JD, MA, MS) in business administration, compliance, legal, international affairs or related discipline PLUS two years of relevant professional experience.

  • Demonstrate a robust working knowledge of rules and regulations governing export control compliance and research security requirements.

  • One or more years of direct experience in any of the following:

  • evaluating the potential foreign influence threat associated with a proposed collaboration;

  • managing confidential data and working with information technology professionals to develop process for ensuring the adequacy of IT systems;

  • disclosure and conflict-of-interest management within a university or another research environment;

  • conducting commodity classifications, assessing licensing needs for export control and developing Technology Control Plans;

  • internal controls and insider threat mitigation; or

  • professional legal work in administrative law.

  • Professional certification in export controls, compliance or research administration at the time of hire.

    Additional Information:

Salary Range: $80,000 - $95,000 DOE

Subject to change: This position may be eligible for up to 50% alternative workplace arrangement (Hybrid) with supervisor approval after a probationary period with in-person requirement located in Albany, New York.
