Job Summary:

Under the leadership and supervision of the Associate Executive Director for Permanency and Family Support, the Program Supervisor / Clinical Case Planner (“Program Supervisor”) is responsible for the overall management and program performance of the agency’s Albany County-based family opportunity center. The Program Supervisor provides direct supervision and oversight of all family opportunity center personnel, in the day-to-day delivery of services and the achievement of the agency’s objectives for the program. The Program Supervisor works in concert with and is fully supported by the agency’s clinical team.

Duties & Responsibilities include, but are not limited to:

  • Oversees the delivery of services and supervises all aspects of program operations at the family opportunity center, ensuring that the program operates according to the regulations of the New York State Office of Children and Family Services (NYS-OCFS), the policies and philosophy of St. Catherine’s Center for Children, and related accrediting standards.

  • Leads the program in its day-to-day functioning, cross-training in all necessary aspects of operations, stepping into any program role, so that services are continually delivered according to timelines and expectations.

  • Ensures that the program’s evidence-based practice is fully implemented, that model fidelity is adhered to, and all pertinent personnel are trained and can succeed in the practice’s administration and application in supporting families.

  • Provides the overall clinical leadership required for the program, performing the more formal, in-depth assessments of family members, as needed, and delivers and/or supervises all on-site behavioral health counseling. With the family center’s emphasis on behavioral health, the Program Supervisor ensures there is a robust set of on-site counseling services and a continuing emphasis on supporting and following up with family and individual behavioral health needs in a comprehensive manner.

  • Interfaces with other community-based organizations, government entities, schools, etc., across Albany County, to ensure a strong referral stream, community connectivity, and fluid operations that meet the overall performance objectives for the family center.

  • Fully comprehends and actively addresses program-level individual and group safety,

  • establishing site protocols to ensure that the engagement with families is productive and safe for all parties.

  • Promotes the development of trauma-informed treatment and the incorporation of motivational interviewing into the program milieu.

  • Actively communicates family opportunity center information, concerns, needs, and progress to the Associate Executive Director (AED) for Permanency and Family Support.

  • Works collaboratively with the Director of Human Resources and AED for Permanency and Family Support to establish an effective system for hiring qualified staff and program adherence with personnel policies and procedures.

  • Ensures that the program adheres to the family opportunity center budget, in coordination with the agency finance leadership and AED for Permanency and Family Support.

  • Promotes interdependency across the agency’s service areas, including direct collaboration with the agency’s other prevention programs, community-based programs, and CFTSS, to ensure the programs are providing cross-program referrals and maximizing support provided to the agency’s children and families.

  • Delivers regular 1:1 and group supervision, maintaining agency personnel practices and standards for those in her/his charge, completing all required evaluations for supervisees.

  • In conjunction with the agency’s training department leadership, ensures the provision of orientation and on-going training for program personnel; ensures that staff members actively participate in all required training sessions.

  • Ensures the quality of all program documentation is in step with NYS-OCFS standards, the agency’s electronic record (AWARDS), and other documentation connected to program expectations, agency policies, and regulatory bodies.

  • Completes other position-related duties and responsibilities, as assigned by the AED for Permanency and Family Support, to ensure that the family opportunity center continually meets and exceeds all State and federal rules, regulations, and guidelines.

Position Requirements:

  • Master's Degree in Human Services/ Social Work or related field preferred; Licensed Clinical Social Worker preferred.

  • In lieu of an advanced degree, lived and professional experience also taken into consideration.

  • Preferred: At least three years of supervisory experience in social services or related field.

  • Familiarity with wraparound services and implementation in a family-centered system of care.

  • Skilled in 1:1 counseling, analytical reasoning, critical thinking, and problem-solving in a creative and flexible, family-focused environment.

  • Clean and valid New York State driver’s license.

  • Excellent organization, planning and time management skills.

  • Outstanding communication and interpersonal skills, with the ability to build strong working relationships with regulatory bodies; capacity to exhibit empathy for those in need.

  • Proficiency in various computer applications: Microsoft Office Suite (Word, Excel, PowerPoint), Google Business Workspace Suite (Gmail, Google Docs, Meet, Sheets, etc.); and secure Internet practices; Experience with AWARDS a plus!

  • Willing and able to work in close proximity with the clients we serve.

  • Ability to pass required pre-employment background checks, to include NYS fingerprinting.

Essential Functions:

  • Ability to provide strong leadership and perform well under crisis conditions.

  • Ability to present information in group settings, to community leaders and others, and to engage in public speaking.

  • Capacity to actively supervise staff members and excel in overall program leadership.

  • Ability to make visits to client homes, and other on-site contacts with collaborating organizations, etc.

  • Capacity to design and deliver training to community and staff members.

  • Ability to relate to a wide range of people. This includes but is not limited to a broad range of people who are culturally and socio-economically diverse, as well as people with various developmental and functional levels.

  • Ability to articulate standards and supervise the maintenance of up-to-date case record documentation linked to the specifications set by St. Catherine’s Center for Children, the New York State Education Department, the New York State Office of Mental Health, NYS-OCFS, and other regulatory bodies, as pertinent to family center operations.

  • Ability to lead and inspire confidence in those supervised as well as those who collaborate on a peer level.

  • Flexibility to work hours outside of regularly scheduled work hours, within reason.

  • Ability to work effectively in a shared decision-making model and as a team member.

  • Ability to legally operate a motor vehicle in New York State, meeting the criteria outlined in the agency’s polices and procedural documents for driving and transporting the agency’s youth.

  • Ability to articulate standards and supervise staff members in reference to the handling and protection of sensitive client information.

  • Self-motivated and engaged, with a strong attention to detail; Excellent writing aptitude.

  • Demonstrate placidity and patience; flexibility and adaptability.
