Minimum Qualifications NY HELPS Minimum Qualifications: New York State Professional Engineer's license and current registration AND a qualifying bachelor's degree or higher as listed below;* OR a New York State Professional Engineer's license and current registration AND one year of full-time engineering experience in sanitary, public health, or environmental engineering.*Qualifying degrees: Aeronautical Engineering, Aeronautical Engineering Technology, Chemical Engineering, Civil Engineering, Civil Engineering Technology, Environmental Engineering, Environmental Engineering Technology, Environmental Design Engineering, Environmental Resources Engineering, Environmental Systems Engineering, Forest Engineering, Geological Engineering, Geotechnical Engineering, Materials Engineering, Materials Science and Engineering, Mechanical Engineering, Mechanical Engineering Technology, Metallurgical and Materials Engineering, Paper Engineering, Petroleum Engineering, Plastics Engineering, Sanitary Engineering, Soil and Water Resources Engineering, Water Resources Engineering, or Engineering Science with a recognized concentration in any of the above listed engineering degrees.Transfer or Reassignment: Current New York State Department of Health employee with permanent or contingent-permanent status as a Professional Engineer 1 (Environmental), Grade 24, OR a New York State employee with one year of permanent or contingent-permanent competitive service in a title eligible for transfer to a Professional Engineer 1 (Environment), Grade 24.Preferred Qualifications: The preferred candidate will be a licensed engineer with experience in drinking water treatment, source water protection, environmental engineering, and/or environmental health. They will have knowledge and understanding of State and federal drinking water standards; possess excellent communication, writing, and organizational skills with attention to detail; have experience collaborating with stakeholders on community-led projects and facilitating in-person and virtual workshops.; and will have experience with stormwater management, riparian buffer design, stream bank restoration, erosion, sediment control, Arc Geographic Information System (GIS) (including Pro), and surface water/ground water modeling.

Duties Description The Professional Engineer (PE) 1 (Environmental) will supervise the Drinking Water Source Protection Program in the Bureau of Water Supply Protection. This program provides support to public water systems and local municipalities for the development and implementation of source water protection programs. The PE 1 (Environmental) will oversee implementation of this program, coordinate grant-related activities, oversee technical assistance providers, and facilitate collaboration between multiple state, regional, and local entities. Other activities will include assisting the New York City Section with engineering plan review; water system inspections/investigations; environmental sample collection; data analysis; conference presentations; and training material development on topics like surveillance sampling, compliance testing, and treatment techniques.
