NYS Department of State Local Government Specialist 2 (NY HELPS) in Albany, New York

NY HELPSThis title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.NON-COMPETITIVE MINIMUM QUALIFICATIONS:Seven years of specialized experience in developing and analyzing policy, developing strategies, and implementing programs dealing with local government issues related to land use and comprehensive planning, service delivery, economic development, or finance at a state or local level.An associate degree in a related field can substitute for two years of specialized experience; a bachelor’s degree in a related field can substitute for four years of experience; a master’s degree in a related field can substitute for five years of experience; and a doctorate in a related field can substitute for six years of experience.NON COMPETITVE PROMOTON (NCP) QUALIFICATIONS: Non-Competitive Promotion (NCP) Qualifications: To be eligible for NCP, candidates must be in the Department of State promotion field and have one year or more of permanent, contingent-permanent or 55 b/c service as a Local Government Specialist 1. If three or fewer qualified Department of State Local Government Specialist 1 respond to this posting, Civil Service may approve the permanent appointment of one of the qualified Local Government Specialist 1 without further examination.Note: Non-competitive refers to not competing in an examination; the appointment will be competitive. DUTIES: The Local Government Specialist 2 duties in Local Government Services will include but are not limited to the following: •Local Government Training Program: The Local Government Specialist 2 oversees staff in the preparation and conduct of training in land use planning, regulation, procedure, and general local governance for county, municipal, regional, and statewide organizations across New York state and participates in training.•Technical Assistance: The LGS 2 responds to requests for technical assistance from municipal officials and staff and supports the work of the other training staff in their responses.•Publications/Presentations: The LGS 2 oversees and participates in the drafting and revision of support materials and publications for training local officials and staff on statutes and techniques, law and regulatory administration pertaining to land use planning and general local governance. •Intra and Inter-Agency Cooperation: The LGS 2 maintains and oversees effective working relationships and communication channels for the staff of the Training program and other Division of Local Government programs with other divisions within the Department; among state, regional and local officials; and with municipal membership associations and professional organizations involved in economic development and land use planning and regulation. •Grant Review and Administration: The LGS 2 assists review of grant applications, along with other Training staff, as needed.
