New York eHealth Collaborative: Summer Part-Time Law Clerk

New York eHealth Collaborative (NYeC) is a not-for-profit organization working in partnership with the New York State Department of Health to improve healthcare by collaboratively leading, connecting, and integrating health information exchange across the State.

Founded in 2006 by healthcare leaders, NYeC works to help New York State achieve the Triple Aim of improving the patient experience of care, delivering better health outcomes, and reducing costs. On behalf of the State, NYeC leads the Statewide Health Information Network for New York (SHIN-NY), a network connecting healthcare providers statewide, develops policies and standards that support the utilization of health technologies, assists healthcare providers in adopting and effectively using electronic health records, and ensures that the SHIN-NY provides services to support the State’s public health and Medicaid efforts.

Position Summary:

As aLaw Clerk,you will play a pivotal role in providing legal support and assistance in various areas, including setup of a new not profit corporation, and tackling novel issues associated with health information exchange and governance of a public health data repository, and procurement support. This role offers a unique opportunity to engage with emerging legal challenges in the intersection of law, technology, and public health.

This position reports to the Attorney, and will be operated out of the Albany, NY office location. This position offers an exciting opportunity to contribute to complex legal matters while gaining hands-on experience in corporate law, procurement, and emerging areas of health law. This role is for a part time position (27 hours per week or less) and will be paid $20 per hour. This position is expected to begin in May or June 2024 and go through the summer. There may be an opportunity for the person hired into this role to stay on longer term. This role will require you to work a hybrid schedule (some days will be in person in our Albany office and other days remotely). Your schedule will be determined by your supervisor.

Primary Responsibilities:

  • Non-profit corporate Setup Assistance:

  • Assist in the establishment of a 501(c)(3) exempt not for profit.

  • Draft and review legal documents, including corporate resolutions.

  • Coordinate with legal teams and external partners to ensure compliance with applicable laws and regulations.

  • Health Information Exchange (HIE) and Public Health Data Repository:

  • Actively participate in working groups to facilitate health information exchange and public health data management.

  • Assist in drafting legal documents, such as agreements, contracts, and policies, pertaining to HIE and public health data repository.

  • Stay updated on relevant laws, regulations, and industry standards impacting health data privacy, security, and interoperability.

  • Collaborate with cross-functional teams, including legal, technical, and operational stakeholders, to address legal challenges and facilitate compliance with regulatory requirements.

  • Procurement Support:

  • Collaborate with procurement teams to review and negotiate contracts, agreements, and procurement-related documents.

  • Conduct due diligence on vendors and suppliers.

  • Assist in drafting procurement policies and procedures.

  • Ensure compliance with procurement laws, regulations, and organizational policies.

  • Legal Research and Analysis:

  • Conduct legal research on various topics, including corporate law, procurement law, HIPAA, health, and data privacy regulations.

  • Analyze statutes, regulations, case law, and legal precedent to provide insightful recommendations and solutions.

  • Prepare memoranda, summaries, and reports summarizing legal research findings and analysis.

  • Other tasks as assigned

    Experience and Skills:

  • Currently pursuing a Juris Doctor (JD) degree or equivalent.

  • Strong academic background with coursework or experience in corporate law, health law, privacy law, procurement law, or related areas.

  • Excellent research, writing, and analytical skills.

  • Familiarity with legal research tools and databases.

  • Ability to work independently and collaboratively in a fast-paced environment.

  • Attention to detail and strong organizational skills.

  • Prior experience or interest in health information exchange, public health, or healthcare law is preferred.

    Expectations of Employees:

  • NYeC supports the healthcare sector, and we expect every employee to be vaccinated in accordance with NYeC’s policy before beginning employment with NYeC and present proof prior to their start date, unless they have requested and been granted an exemption or accommodation (based on disability/medical condition or a sincerely held religious belief).

  • Employees work a hybrid in-office schedule (at either our Manhattan, NY or Albany, NY office and then remotely). Barring specific exemptions, team members are expected to work from the office on a regular schedule determined by the COO and on other days specified by their manager (no less than 1 day per week in the office). This schedule is subject to change.

  • NYeC supports work happening across New York State. From time to time our team members must visit other parts of the state. The most common requirement is for a New York City based team member to travel to Albany and vice versa.

    We consider a wide range of factors when determining compensation, which may cause compensation to vary depending on your skills, experience, qualifications, and home office location (Manhattan, NY vs. Albany, NY). The compensation offer will not be based on a candidate’s compensation history at other jobs, and by law, NYeC will not seek information about salary history, and candidates should not share such information with NYeC.
