Job Description:

Responsibilities

The Health Program Administrator I will have a wide range of responsibilities and work within the AIDS Institute's Office of Administration and Contract Management with a unique role working closely with the Office of Drug User Health to manage the office's large portfolio of grants, state funding, and contracts. Responsibilities include maintaining grant accounts, providing detailed budget tracking and reporting on all grant expenses and state spending, managing all grant fiscal activities, reviewing and managing contracts and reimbursement vouchers for funded contractors, working closely with staff within the Office of Drug User Health on all administrative and complex fiscal activities; conducting fiscal monitoring; conducting meetings, providing training and ongoing technical assistance to funded contractors and program managers; and supervising the work of a team of fiscal reviewers that work specifically on Office of Drug User Health contracts.

Minimum Qualifications

Bachelor's degree in a related field and three years of experience in the administration of personnel, fiscal, or other related operational activity; OR an Associate's degree in a related field and five years of such experience; OR seven years of such experience. At least one year of experience must have included supervision of staff and/or program management. A Master's degree in a related field may substitute for one year of general experience.

Preferred Qualifications

Experience in preparing, monitoring, and forecasting budgets, and managing federal grant activities. Experience managing the administrative process of contracts and payments, including reviewing financial documentation to support expenses submitted on vouchers and/or invoices for allowable and appropriate costs. Experience using financial and grants management systems. Experience providing training and technical assistance. Experience creating and using MS Excel, and skilled with development, report creation, manipulation, and maintenance of MS Excel spreadsheets. Knowledge of Uniform Guidance, including Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards.

Conditions of Employment

Grant funded position. Compliance with funding requirements such as time and effort reporting, grant deliverables, and contract deliverables, is required.

Valid and unrestricted authorization to work in the U.S. is required. Visa sponsorship is not available for this position.

Travel, up to 25% of the time, will be required.

This position requires that the incumbent will report to the official work location and live within commuting distance to the official work location. Telecommuting will be available.
