Minimum Qualifications Permanent Transfer: Current DOH employee with permanent or contingent-permanent status as a Community Health Program Manager 1, M-2 OR current NYS employee with one year or more permanent or contingent permanent competitive service at or above a SG-25 or M-1 and eligible to transfer under Section 52.6 of the Civil Service Law. NY HELPS: Nine years of professional public health experience in a public health agency or program. Two years of the experience must have been at a supervisory level.An associate degree can substitute for two years of specialized experience; a bachelor’s degree can substitute for four years of experience; a master’s degree in a related field can substitute for five years of experience; and a doctorate in a related field can substitute for six years of experience.The required professional experience must include either: designing or implementing a public health outreach, promotion, or disease prevention program; OR conducting disease surveillance or a disease control program.A public health agency or program focuses primarily on the prevention of disease through outreach and public health education or health promotion activities, including population-based plans of care (not just plans of care for individual patients), or the study of the prevalence or causes of disease through population-based studies.Preferred Qualifications: (1) Master's or Doctoral degree in Public Health, Public Administration, Social Work, or other similar field, and/or postgraduate certification in Maternal and Child Health, Health Disparities, or similar fields.(2) 5+ years experience overseeing and managing a statewide or regional public health program, and/or overseeing major components of federal grants or cooperative agreements. (3) 3+ years experience related to developing, implementing, and/or evaluating community-based maternal and infant public health programs. (4) Experience with writing grant applications, report submissions, procurements (Request for Applications, Solicitation of Interest, etc.) related to foundational, private, and/or governmental funding opportunities. (5) Strong leadership, organizational, and communication skills, including presentations, report or grant writing, or other demonstrable experience.

Duties Description The incumbent in this position will serve as an Assistant Director in the Bureau of Perinatal, Reproductive, and Sexual Health. This position will play a leadership role in the state’s efforts to address maternal health, and specifically to reduce disparities through a health equity framework. The position will provide management and oversight to the Department’s community-based parent support and home visiting programs and a newly funded state maternal health innovation grant. The incumbent will be also responsible for coordination of the Department's Maternal Mortality and Morbidity Advisory Council, which is comprised of diverse stakeholders examining community level factors such as systemic racism and barriers to care experienced by people who are pregnant, giving birth, and in the postpartum period. The incumbent will meet with community members, professional organizations, and medical providers to build relationships and to understand community strengths and needs. The incumbent will work across state agencies, such as the Office for Children and Family Services. This position will have responsibility for the timely completion and submission of reports, budgets, and requests for information to federal funders as well as other internal Departmental units and external stakeholders/partners. The incumbent will directly or indirectly supervise teams with approximately 10-15 professional staff. The incumbent will provide subject matter expertise on maternal health initiatives and evidence-based and evidence-informed home visiting interventions and other community-based approaches to improving maternal and infant health.

Additional Comments Full-time, permanent position. Occasional travel, including to areas that may not be served by public transportation may be required (10%). Transfer candidates may be asked for their SS# to verify eligibility. This position is part of the NYS HELPS program. No examination is required.
