Duties Description Under the direction of the Deputy Commissioner of Operations within the NYS Liquor Authority (SLA), this role will be the technology liaison working on behalf of SLA, collaborating closely with the SLA Executive Team, SLA Subject Matter Experts, ITS Leadership, ITS Business Analysts and ITS Development Leads. The individual will be responsible for a wide variety of duties and roles as it relates to the improvement and sustained management of SLA’s License, Enforcement, Administrative Procedures (LEAP) back office and Portal software systems. The role requires a blend of business knowledge and technological proficiency. Duties include, but are not limited to:• Serve as a bridge between business stakeholders and ITS, translating complex technical concepts into business-friendly language and ensuring technical solutions align with business requirements.• Understand and translate business needs into functional and technical specifications, facilitating communication between end-users and development teams.• Work closely with software architects, developers, and QA teams to ensure solutions are technically feasible and aligned with business goals.• Assess a company's IT infrastructure, business processes, and management strategies. • Review and analysis of open LEAP and Portal defects and enhancements requests, recommend strategies for prioritization that will yield the most efficient schedule for remediation. This includes but is not limited to organizing meetings, creating documentation, providing support in new project planning activities such as timeline and financial estimates where applicable.• Identify problems with existing technology and determine the root cause.• Recommend, design, and provide guidance for IT systems and tools to address needs.• Analyze and improve efficiency within SLA testing strategies across all Bureaus as it relates to the SLA LEAP and Customer Portal release schedules, utilizing project tools such as HP ALM, MS Visio, SharePoint, etc. • Review and analysis of the existing SLA LEAP and Portal user interfaces, workflows, reports and dashboards, document any process improvement opportunities along with any LEAP enhancements required to improve SLA’s operational efficiency and productivity. • Review existing LEAP Training Manuals, identify training gaps, and align manuals with current system functionality and Workflows and collaborate in the creation and implementation of end-user training modules • Assist SLA teams in their alignment with the ITS Enterprise Data Management Strategy. Coordinate with SLA Data Owners in the review and documentation of their data management strategies and monitor compliance with best practices and standards in their day-to-day work.• Analyze resources assigned to SLA LEAP software development and testing, document gaps and recommend strategies to expedite realization of LEAP Operation Efficiencies and provide documentation of analysis.

Minimum Qualifications A bachelor’s degree and eight years of relevant experience. *Substitutions: four years of specialized experience or associate’s degree and two years of specialized experience may substitute for bachelor’s degree; J.D. or master’s degree may substitute for one year of specialized experience; Ph.D. may substitute for two years of specialized experience.
