AKRON METROPOLITAN HOUSING AUTHORITY Job Title: Operations & Policy Analyst Reports to: Deputy Director Department: Housing Operations Date: October 2023 FLSA Status: Exempt Minimum: $53,700 *Salary is based on background, education, and experience related to the position. General Purpose: The primary purpose of this position is to assist the Deputy Director and Director of Operations in all aspects of the management of the housing portfolio. Special focus will be placed on reporting to the Deputy Director and Director of Operations any discrepancies for public housing properties for the Akron Metropolitan Housing Authority ("AMHA" or "Authority"), in accordance with the Authority's asset management model and all applicable regulations, policies and procedures. This position will also be responsible for additional projects and assignments related to policy and property management as assigned by the Deputy Director and/or Director of Operations. Essential Duties and Responsibilities: The below statements are intended to describe the general nature and scope of work being performed by this position. This is not a complete listing of all responsibilities, duties and/or skills required. Other duties may be assigned. * Monitors monthly occupancy goals, Key Performance indicators for PHA's, prepares and distributes monthly PHAS report, and communicates deficiencies to the Deputy Director. * Assists the Director of Operations in reviewing monthly board reports for accuracy. Runs the work order report monthly for the Manager of Operations. * Assists the Deputy Director and Director of Operations in identifying needs for property management improvement and in setting priorities. Completes projects and assignments related to any and all aspects of property management as assigned by the Deputy Director. Tracks vacancy punch list and updates spreadsheets with move outs. * Assists the Deputy Director and Director of Operations in developing policy recommendations and implementing approved policies and procedures related to the operations of property management site(s). * Oversees the annual plan process and coordinates with other departments to ensure timely submission of the annual plan, HCVP administrative plan, Tenant Selection Plan and LIPH and Edgewood admissions and continued occupancy policy. * Reviews policy changes and generates policy and program options to maintain and improve program compliance, efficiency, and effectiveness. Assists in the development of implementation plans. Monitors and evaluates policies as needed. * Participates and assists as needed with all audits, training and/or compliance initiatives, move-in OnBase audits and troubleshoots program issues including, but not limited to Tenmast, Smartsheets and Scribe. . * Serves as a liaison between IT and operations for OnBase issues; makes recommendations for solutions and keeps OnBase forms up-to-date in the database. * Maintains clear and consistent communication with outside agencies, tenant groups, neighbors, and internal Authority departments. * Assists with keeping the HMIS system up-to-date. Miscellaneous Devotes appropriate attention to AMHA Strategic Plan objectives as assigned, ensuring that such goals are met or exceeded. Participates in coaching sessions; attends meetings and follows up as necessary. Participates in on-going training related to HUD regulations, Moving to Work (MTW), Admin Plan and A & O policies. Maintains a record of acceptable staff attendance and punctuality. Other duties as assigned.
