Summary About the Position: This position is located with the US Army Personnel Operations Group G-1, Personnel Suitability Division, Centralized Suitability Service Center located in Aberdeen Proving Ground, MD. Responsibilities Formulate, manage, implement, and administer suitability policies and procedures. Plan and conduct management surveys and/or research on substantive issues to assess the long-term effectiveness of program operations. Present findings, option, and recommendation, via briefings, staff reports, and project papers. Arrange for and review results of security and suitability investigations of Army applicants and personnel in connection with employment or continued employment. Review investigations and referrals containing suitability and fitness issues to determine if the individual’s character and conduct meet the requirements for federal service or warrant an unfavorable suitability or fitness action. Exercise supervisory responsibilities for civilian and contractor personnel assigned to the Suitability Division. Specialized Experience: One year of specialized experience which includes processing centralized background checks and making suitability determinations; using subordinate supervisors to direct, coordinate or oversee work of non-supervisory employees; analyzing and evaluating effectiveness of suitability program operations; developing measurement criteria, procedures, and instruments for evaluations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). You will be evaluated on the basis of your level of competency in the following areas: Leadership Personnel Security Security Program Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. It is imperative that supervisors serve as models of ethical behavior for subordinates. Supervisors have a responsibility to help ensure that subordinates are aware of their ethical obligations under the Standards of Conduct and that subordinates know how to contact agency ethics officials. Supervisors are also responsible for working with agency ethics officials to help resolve conflicts of interest and enforce government ethics laws and regulations, including those requiring certain employees to file financial disclosure reports. In addition, supervisors are responsible, when requested, for assisting agency ethics officials in evaluating potential conflicts of interest and identifying positions subject to financial disclosure requirements.
