U.S. Army Test and Evaluation Command Supervisory Budget Analyst in Aberdeen Proving Ground, Maryland

Summary About the Position: This Supervisory Budget Analyst is located at U.S. Army Aberdeen Test Center, Command Staff S-8 (ACC) with duty location of Aberdeen Proving Ground, Maryland. (merit) Responsibilities Formulate segments of a budget for a Major Range and Test Facility Base organization. Develop organizational input for the budget in areas such as the Program Objective Memorandum budget and the President’s Budget. Serve as a financial consultant to organizational leaders on issues such as budgeting strategies, use of financial management products, resource distribution and program priorities. Serve as a first level supervisor for civilian personnel engaged in performing work such as budget analysis and contract. Provide guidance to lower-graded analysts responsible for subcomponents of test center programs/budgets. Specialized Experience: One year of specialized experience which includes:1) Apply guidelines for budget functions to formulate and monitor the execution of budget forecasts and spend plans to fund projects; 2) Utilize software programs to prepare budget reports; AND 3) Coordinate with leaders to resolve budgetary problems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11/NH-02). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest. The U.S. Army Test and Evaluation Command has various incentives that may be available for highly qualified candidates. These include Recruitment Incentives, Relocation Incentives, Student Loan Repayment, Credit for Leave Accrual, and Permanent Change of Station Allowance. The U.S. Army Test and Evaluation Command (ATEC) is participating in an alternate personnel system known as the Acquisition Demonstration Project (AcqDemo). Among other features, the Demonstration Project replaced GS grade levels with occupational families and pay bands. The band NH-03 is equal to the former GS-12 Step 01 through GS-13 step 10. ATEC uses salary control points to allow for differentiation in the level of positions within the same broadband. Therefore, the salary for this position will be set no higher than $153,354.00 including locality.
