Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for AcqDemo Business and Technical Management Career Path (NH) to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This OPERATIONS RESEARCH ANALYST position is assigned to the Program Executive Office, Command Control Communications-Tactical Network (PEO C3T),BUSINESS MANAGEMENT DIVISION Located in ABERDEEN PROVING GROUND APG, MD. Responsibilities Establishes contractual data requirements for monitoring contractor performance. Performs a broad range of cost and/or economic analysis assignments involving unique problems, requirements for creativity, innovative use of techniques, advanced approaches, and/or new technologies. Designs and performs various analytical studies using scientific methods. Systematically examines alternative courses of action in terms of effectiveness and cost to help clarify relevant choices and their implications. Establishes working relationships to support and resolve problems and difficulties. Plans, establishes, monitors, and participates in the control and responsibility for the formulation, presentation, and execution of Project Manager (PM) programs involving life cycle program plans, assigned systems, and equipment. Basic Requirement for Operations Research Analyst: Degree: Bachelor's degree (or higher degree) in operations research; or a degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as performing ALL of the following duties: 1) Utilizing scientific methods to design and/or perform analytical studies; 2) Analyzing cost modeling to monitor production, cost and/or economic analysis requirements for assigned projects; 3) Utilizing specialized software and/or methodologies to analyze cost models; AND 4) Performing cost estimation within automated systems such as Automated Cost Estimating Integrated Tools (ACEIT) to streamline or enhance the process of estimating costs for projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-02/GS-11 grade level OR equivalent grade level. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Selectee must meet position requirements for a PRACTITIONER level Certification in BUSINESS - COST ESTIMATING (BUS-CE) within 60 months of entry on duty. Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest. This is a DoD Civilian Acquisition Workforce Personnel Demonstration Project (AcqDemo) position in the NH-03 broadband with an advertised pay range from the lowest equivalent GS-12 grade Step 1 to the highest equivalent GS-13 grade step 10 in the broadband.
