U.S. Army Communications Electronics Command Lead Management Analyst in Aberdeen Proving Ground, Maryland

Summary About the Position: Serve as a Lead Management Analyst team lead responsible for application and integration of manpower requirements, force structure, programming, budgeting, allocation and documentation processes for all CECOM military and civilian manpower resources. Responsibilities Plan, develop, conduct, and direct management studies and surveys with primary emphasis on mission assignments, organizational development, and civilian and manpower staffing. Evaluate proposed TDA changes to determine agreement with current mission and functions, structure and resource management decisions Evaluate, and recommend approval/disapproval, or revision of proposed realignments of missions and functions and of proposed reorganizations in related areas which do not require higher headquarters approval Act with full authority over the total work of a team, and over the office on a rotational basis during the absence of the Office Chief Represent the team and/or office at briefings and conferences held internally with other external organizations. Document business processes and ensure standardized application of processes across the team. Specialized Experience: One year of specialized experience equivalent to the NH-02/GS-11 grade level or band which includes: 1) Assisting with managing a force structure, programming, budgeting, allocation and documentation processes for military and civilian manpower resources; and 2) Developing and managing operational policies and procedures; and 3) Presenting briefings to a wide audience. NH-03 Non-Supervisory Senior Professional or Team Lead Control Point: This is a DoD Civilian Acquisition Workforce Personnel Demonstration Project (AcqDemo) position in the NH-03 broadband with an advertised pay range from the lowest equivalent GS-12 grade Step 01 to the highest equivalent GS-13 grade step 10 in the broadband. Management will set the pay for this position consistent with the qualifications and education of the selectee and the expected contribution for the position. You will be evaluated on the basis of your level of competency in the following areas: Leadership Oral Communication Planning and Evaluating Technical Competence Written Communication Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information CECOM Deputy Chief of Staff for Resource Management, CECOM G8, is responsible for planning, managing and execution of resources associated with achievement of this mission on behalf of the entire Command. CECOM G8's Manpower Analysis Branch is responsible for documentation and tracking and documentation of the Command's military and civilian manpower resources and organizational structure. The Branch maintains all documentation and ensures manpower execution is in alignment with approved structure and authorized levels.
