About the Position: The pay band NH-03 includes the General Schedule grade equivalent to GS-12/13. Other initiatives under the Acquisition Demonstration Project include simplified classification, streamlined hiring process and expanded developmental opportunities. Responsibilities Ensures that the organization's strategic plan, mission, vision, and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans, and work products and services. Articulates and communicates to the team the assignment, project, problem to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion. Leads the team in: identifying, distributing, and balancing workload and tasks among employees in accordance with established workflow, skill level, and/or occupational specialization. Trains or arranges for training of team members in team building/working in teams to accomplish tasks/projects and provides or arranges for specific administrative or technical training necessary for the accomplishment of individual and team tasks. Report to the supervisor periodically on team and individual work accomplishments, problems, progress in mastering tasks and work processes, and individual and team training needs. Serves as a Lead Integrated Logistics Support Manager responsible for ensuring the development of all elements of ILS for assigned systems in a Project Management Office. Responsibility from concept through deployment and encompasses the full range of initial ILS planning/implementation, liaison, contract monitoring, and control of other Government elements, providing logistics support for tests and field exercises. Develops the initial ILS Plans for the assigned system(s) and oversees the development of other logistics planning documents by Government and/or contractor organizations. Works with personnel in the organization in planning and implementing specifications, Acquisition Plans, Decision Coordinating Papers, Statements of Work, Procurement Work Directives, implementing instructions, contracts, and Coordinated Test Plans. Areas of responsibility: maintainability, maintenance plan, manpower support and test equipment, supply support, training, facilities, technical documentation, transportation packaging/handling, resource funds, and logistic support. Effects technical monitoring of all phases of the ILS program for assigned equipment development, production, modification, and/or integration. Applies knowledge and experience in program/budget control and broad technical knowledge of communication concepts, techniques, practices, equipment, systems, and an intensive knowledge of maintenance requirements procedures and interrelationships. Establishes requirements for and monitors the development of documentation, repair parts, special and unique tools and test equipment, training, and other special support within assigned projects. Establishes the need for procurement data items and evaluates resultant contractor deliverables. Coordinates the development of current, accurate, and adequate ILS procurement data. Modifies prescribed data items or develops one-time items for contract inclusion to meet the peculiar requirements of a given project. In coordination with project engineers, determines problem areas requiring investigation. Serves as an expert in assigned area and advises supervisor and Project Manager on ILS matters. Visits contractors or other Government agencies and services to monitor contracts and review contractor input. Specialized experience: To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade/level (NH-02). Specialized experience is defined as: 1) Executing maintenance and logistical support concepts for assigned systems; 2) Serving as the lead on a team or project in carrying out assigned functional or administrative responsibilities; 3) Developing program budgets through the forecasting, programming, planning, or execution of various types of sustainment funding; 4) Implementing acquisition strategies to facilitate a System transitioning to Sustainment. FLSA: Exempt May require overtime work U.S. Army Communications Electronics Command utilizes Team Lead Cash Differential as a tool to incentivize and compensate supervisors based on organizational level and scope, difficulty, and value of the position. Once all eligibility requirements and conditions are met, the incumbent of this position may receive a Team Lead Cash Differential NTE 5% of the employee's basic pay (basic pay defined as pay without the locality rate) IAW the organization's Business Rules. The Differential is paid on a pay period basis with a specified not to exceed date of one year or less, is reviewed every year, and may be terminated or reduced as dictated by fiscal limitations or changes in assignment or scope of work. Superior qualifications and special needs pay setting may be authorized at managements discretion for eligible candidates.
