The Metropolitan Council’s Community Development Division is accepting applications for aManager, Parks Ambassador Program.

TheCommunity Development Divisionis responsible for the Council’s long-range regional planning efforts, planning for and funding the regional parks and trails system, providing planning and technical assistance to local governments, providing rent assistance through the Metropolitan Housing and Redevelopment Authority, and administering the Livable Communities Act grant programs.

The Parks Ambassador Manager position is located in the Regional Parks and Natural Resources Department, Community Development Division. We develop and implement the Metropolitan Council's Regional Parks and Trails Policy through planning, research, outreach, and grant program administration. How your work would contribute to our organization and the Twin Cities region:

The Parks Ambassador Program Manager will join a small, dedicated, and collaborative team of people from various planning, outreach, research, and finance backgrounds with values centered on equity, nature, creativity, responsibility, and relationships. As the Parks Ambassador Manager, you will manage and guide staff, administer policies, and provide day-to-day management and oversight of Parks Ambassador Outreach and Communications Programs, as well as art and policy-related work. This position serves as an operating program manager, formulating programs, processes, and strategies, building partnerships at the organizational level, and managing staff.

NOTE: Although the full salary range is displayed the hiring salary will be determined based on the final candidate's qualifications, the Council's internal pay structures, and our total compensation package for the position.

What you would do in this job

  • Serve as the spokesperson for the Parks Ambassador Program.

  • Support the Regional Park Implementing Agency efforts to strengthen the use of our regional parks and trails by all our region’s residents, focusing on race, ethnicity, income, and ability.

  • Manage staff for the Parks Ambassador Program and Council-wide initiatives, including the Council-wide Art + Policy program.

  • Lead and support the work of the Regional Park implementing agency engagement and outreach groups, which consist of staff from across the ten regional park implementing agencies.

  • Lead and support the regional park implementing agency communications group across the 10 regional park implementing agencies to increase awareness of the Regional Parks and Trails System and to ensure all visitors feel a sense of belonging, particularly among prioritized communities.

  • Build external relationships with affinity groups, organizations, local communities, and non-profits.

  • Lead Council-wide initiatives and special projects, including working with artists to help cultivate welcoming spaces and integrate art and public policy.

  • Lead and support regional planning efforts, including the implementation of the Imagine 2050 Parks and Trails Policy Plan.

  • Serve as an equity leader across the Council, supporting intra-agency efforts to build a welcoming and vibrant region.

What education and experience are required for this job (minimum qualifications)

Any of the following combinations of experience of experience and completed education:

  • Bachelor's Degree (BA/BS) from a four-year college or university and five (5) years of closely related experience.

  • Associate’s degree (AA/AS) from a community college or technical school and 7 years of closely related experience.

  • HS diploma/GED and 9 years of closely related experience.

What additional skills and experience would be helpful in this job (desired qualifications):

  • Ability to lead the Council’s work to strengthen equitable use of parks and trails in partnership with and support our ten regional park implementing agencies.

  • Two years of experience supervising and motivating staff in ways that build an engaging and creative environment.

  • Two years of experience working in community engagement, outreach, or similar positions that build equity and community relationship skills.

  • Ability to work with a wide range of stakeholders, building and maintaining meaningful relationships, particularly with communities who have historically not experienced the benefits of regional parks and trails.

  • Ability to build durable partnerships with outdoor, family, and conservation organizations, aligning common goals for more significant impacts.

  • Ability to navigate administrative processes, including budgeting and procurement processes.

  • Knowledge of the region's art community and how to develop creative and transformative partnerships.

What knowledge, skills, and abilities you should have:

  • Knowledge of program development and management.

  • Ability to supervise and motivate staff to accomplish Council parks team and implement agency objectives.

  • Knowledge and experience in marketing and promoting a program or priority to a diverse audience.

  • Knowledge of the role parks and trails play in advancing community well-being.

  • Knowledge of equity, including the ability to work productively with conflict to produce durable outcomes.

  • Skilled in developing relationships with community members from diverse backgrounds, including race, ethnicity, economic status, and ability.

  • Strong public engagement and cultural competency skills.

  • Knowledge of how art and public engagement help inform policy conversations and how artists can help Council and park agency staff create more welcoming spaces.

  • Ability to assemble and oversee a Parks Ambassador program work plan, direct staff, and delegate tasks.

  • Ability to work on priorities across organizations with leadership and elected officials.

  • Experience working with communities through an empathetic and culturally competent lens in ways that build trusting relationships.

  • Ability to connect with audiences with intersecting identities including age, race, gender, cultural heritage, physical ability, and sexual orientation..

  • Ability to understand and address constraints to participation within the Regional Parks System.
