Job Opening: The Department of Conservation and Recreation seeks applicants for an Accountant IV. This position is a higher-level accountingpositioninFiscalServicesgroup of the Division of Water Supply Protection (DWSP). FiscalServicesisresponsibleforthepurchasingofgoods,contractingforservices,andmanagingaccountspayablefortheDWSP.This individual is responsibleforworkingcloselywiththedepartmentmanagers,fiscalstaff,vendors,aswellas otherstateagencies,toprovidecoordination,analysis,information,andsupportintheareasofbudgets,accounting,finance,andprocurement. This person provided oversight of work products for fiscal services staff as well as the Regional accounting staff. Theindividualwouldalsoneedtopossesspersonalandprofessionalintegrity, excellentcommunicationskills,strongsupervisoryskills,andstronganalyticalanddecision-makingskills. GeneralStatementofDuties(mayincludeanyorallofthefollowing): -Purchasing,budgeting, accounts receivable,billing, and accountspayable. -Assistwiththecoordinationandsupervisionofthedailyoperationsofaccountspayableactivities. -Underdirection,providesdirectsupervisionover,assignsworkto,andreviewstheperformanceofassignedstaff. * * DetailedStatementofDutiesandResponsibilities -AccomplishesdepartmentobjectivesbyprocessingandanalyzingMMARSfinancialtransactionsforaccuracy,completeness,and authorizationinaccordancewiththepoliciesandproceduressetforthbytheOfficeoftheComptroller(CTR),OperationalServices Division (OSD), and Departmental internal controls. -Providesoversightofaccounting stafftoincludeconductingfiscalevaluationsandprovideongoingsupport,training,andresourcesto ensure compliance with purchasing rules and regulations. -ReviewsallMMARSdocumentsforAccountantstaff,monitorstheMMARSdocumentcatalogdailytoensurepriordaysactivitiesarecompleted. -Maintains files by subsidiary account in order that expenditures do not exceed appropriations. Provides information on subsidiary accounts and utility/phone expenditures in preparation of budget estimates. -Coordinationandsupervisionofthedailyoperationsofaccountspayableactivities. -Maintainandreconcilevendorstatementstoensureproperapplicationofpaymentsandpromptpaydiscountutilizationandresolve billing/balance discrepancies. -Processandpreparepurchaseordersrequisitionsandpaymentdocumentsensuringproperprocurementmethodsandcontractsare utilized and the receiving of goods and services is done in a timelymanner. -Responsibleforaccuraterecordkeepingofencumbrancesandpaymentdocumentationincludingbutnotlimitedto,ensuringaccurate supporting documentation for financial transactions, spreadsheets in Microsoft Excel database, various financial statements and reports, andvendor payment files. -Actsasfiscalliaisonwithagencypersonnel,oversightagencies,andvendorstoprovidetechnicalassistancetoensurecompliance with agency laws, rules, and regulations; in addition to handling purchasing, payment, and site-specific budget related issues to include monitoring situations to ensure issues are resolved. -Responsible for creating queries and statistical reports using MMARS, Commonwealth Information Warehouse (CIW), and other databasestocompilefinancialdataanduseindependentjudgmentforpurposesoftabulating,analyzing,andreviewingtoidentify variances, forecasting expenditures, and maintain various tracked financial data to ensure accuracy and accountability. -Assistwithdevelopmentandimplementationofproceduresandguidelinestoimproveandstreamlinefiscalactivitiestoincrease effectiveness within the daily operations of the Fiscal Services Division. -Examines all division employee reimbursements request for accuracy, completeness, and for state/agency compliance. -Provide relevant technical assistance to DWSP and OWR staff, and assist in training division staff about departmental policies, procedures, compliance requirements, and new staff. -Analyze expenditure patterns over fiscal years and make recommendations regarding improved spending -UtilizeMMARS,COMMBUYS,CIW,Microsoftapplications,andanyotherapprovedsystems. -OtherdutiesasassignedorrequiredbytheDivision. * First consideration will be given to those applicants that apply within the first 14 days.* Minimum Entrance Requirements:Applicants must have at least (A) four years of full-time, or equivalent part-time, professional experience in accounting or auditing, of which at least (B) two years must have been in a supervisory, administrative or managerial capacity, or (C) any equivalent combination of the required experience and the substitutions below. Substitutions: I. An Associate's degree with a major in accounting, business administration or business management may be substituted for a maximum of one year of the required (A) experience.* II. A Bachelor's degree with a major in accounting, business administration or business management may be substituted for a maximum of two years of the required (A) experience.* III. A Graduate degree with a major in accounting, business administration or business management may be substituted for a maximum of two years of the required (A) experience and one year of the required (B) experience.* Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
